Job DescriptionThe New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.The New York City Department of Correction seeks to recruit a Director for the Investigation Division Team to manage the preliminary review of Use of Force incidents. Under the direction of the Deputy Commissioner for the Investigation Division and the Assistant Commissioner of Investigation, and with latitude to exercise independent judgement and decision making, the successful candidate for this management level position will be responsible for directing the preliminary review and investigation of all Use of Force incidents occurring within the Department. The Director of the Use of Force Preliminary Review Unit will focus specifically on the proper classification of incidents and initiating appropriate investigations into allegations or reports of staff committing violations related to excessive use of force. This includes, inappropriate and/or excessive force, inaccurate, incomplete, or false reporting on use of force matters, inefficient performance related to an allegation of a use of force, failure to supervise a use of force incident, and any other related misconduct. Typical responsibilities of this position include:
Directing, coordinating, and monitoring the activities of a team of Deputy Directors of Investigations as well as a staff of investigators engaged in the performance of conducting preliminary reviews of Use of Force incidents
Ensuring that the quality of preliminary reviews and investigations, timeliness of reports and levels of efficiency meet the standards determined by policy, law, and the Nunez consent judgment
Directing the workflow and formulating the strategy of Use of Force Preliminary Review Unit, in conjunction with the Deputy Commissioner for Investigation & Trials and the Assistant Commissioner of Investigation
Collecting internal data and drafting reports relating to the ID’s compliance with the Nunez consent judgment
Communicating with the Federal Monitor on preliminary review and investigations related to Use of Force, and on ID’s compliance with Federal Monitor standards
Acting as the Investigation Division’s liaison with the Department of Investigation, the New York City Police Department, and/or district attorneys’ offices with respect to these investigations as needed
Preparing, reviewing, and evaluating reports submitted for administrative action, making decisions regarding Use of Force investigations
Working in close coordination with federal, state and city investigation and law enforcement agencies; testifying at hearings and court proceedings.
Qualifications
A baccalaureate degree from an accredited college, and four years of satisfactory full-time experience in the field of investigations, auditing, law enforcement, criminal justice, or in a major operational area of the agency in which the appointment is to be made, 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing investigations or related work; or
Education and/or experience equivalent to 1’ above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive, or supervisory capacity as described in 1’ above.
