Job DescriptionThe NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.The Office of Employee Services (OES) is responsible for the agency’s human capital administration and workforce management, which includes recruitment, personnel, civil service administration, labor relations, timekeeping, payroll, leaves of absence, benefits and performance management administration, and programs for employee learning, engagement, recognition, professional development, and agencywide events.OES also administers employee-related agencywide programs such as Conflicts of Interest Board (COIB) programs, such as Financial Disclosure, Secondary Employment & Moonlighting Waivers, Residency Requirement Administration, Remote Work Program Administration, Federal Tax Information (FTI) background investigation requirements, and COVID-related and Line of Duty Injury (LODI) policies and procedures. OES provides guidance and support to the agency’s business units on a wide variety of employee and employment -related matters, to ensure compliance with citywide and agencywide guidance and policies.OES liaises and partners with the Department of Citywide Administrative Services (DCAS), Office of Labor Relations, Office of Payroll Administration, Conflicts of Interest Board, Department of Investigation, and other oversight agencies and to facilitate the agency’s workforce management business needs.An excellent opportunity is available for a resourceful professional to work in the Office of Employee Services, Associate Commissioner's Office. The selected candidate will report to the Director of Operations and will handle division-wide projects and assist with workforce management operations and programs. This position requires managing time-sensitive and confidential issues, research and analysis, problem solving and critical thinking in a fast-paced work environment.Responsibilities include and are not limited to the following:

Serve as a Business Analyst for programs and new initiatives agencywide.

Develop project plans, timelines, and ensure follow-through to meet agency objectives and time-frames.

Provide management support for coordination, planning, oversight, and project execution; which includes utilizing standard project documentation, methodology, project tracking and reporting procedures.

Research, analyze, plan, develop, implement, monitor, and assess programs, operations, and initiatives.

Assess and revise programs and procedures. Analyze, document, and make recommendations for improvement to work processes and procedures to meet the division's and agency's goals.

Perform complex research and data analysis. Coordinate, compile and report on key performance indicators and metrics.

Research, facilitate, resolve, and communicate confidential and complex issues.

Lead and participate in conferences and meetings. Establish and maintain effective work partnerships with agency personnel, oversight agencies and external organizations.

Maintain confidentiality and communicate agency and management directives and objectives, as directed.

Perform related work, including development and implementation of proposals, presentations, correspondence, reports, and other documents.

Coordinate OES PS and OTPS budget operations, including preparation and coordination with OES directors, budget office and contracts/purchasing office.

Prepare, analyze, and review reports.

Participate in OES system enhancement projects.

Support the Associate Commissioner's office with the day-to-day operations.

Coordinate and administer special projects and other related tasks.

QualificationsLevel I

A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Level II

A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Special Note: To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one year full-time work experience in a related field, or a master’s degree from an accredited college or university, in the areas described in “1” above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science."Level III

A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
