Duties Description The Office of Mental Health (OMH) is recruiting to fill a Psychiatrist 2 (Child & Youth, G-38, position to act as an Associate Medical Director in the Division of Integrated Community Services for Children and Families. The Division directs, supports, and oversees all community based mental health services funded, designated and/or licensed by OMH that serve children and their families, to ensure they are providing quality, strengths-based, trauma-informed, family-driven, youth-guided, and culturally and linguistically informed. The Associate Medical Director assists with the development of standards and programs relating to the clinical and mental health services provided by facilities and programs operated, contracted and licensed by the Office of Mental Health. Specific Duties may include, but are not limited to the following: Provide clinical oversight and direction for mental health services for children and adolescents. Ensure adherence to clinical best practices and evidence-based treatment protocols. Provide supervision to Division functions that include determination of medical necessity including RTF authorization. Develop, implement, and monitor clinical programs and initiatives aimed at improving mental health outcomes for children and families. Evaluate and refine existing programs to enhance service delivery and effectiveness. Collaborate with stakeholders to identify service gaps and develop strategies to address them. Foster partnerships with community organizations, schools, healthcare providers, and other stakeholders to enhance service integration and accessibility. Represent the Office of Mental Health in community forums, meetings, and other outreach activities. Promote and support research initiatives focused on child and adolescent mental health. Stay informed about emerging trends and innovations in the field of child and adolescent psychiatry. Implement new and innovative approaches to mental health care based on current research findings. Under the direction of the Medical Director, coordinate the OMH Child and Youth consult service for state operations as well as for community consult requests. Provides consults on youth with on complex presentations and treatment strategies. Ensures that the consult service operates efficiently and effectively, meeting the needs of both state operations and community providers. Develops and implements protocols and guidelines for the consult service to ensure consistent and high-quality consultation. Coordinates with other OMH divisions and external partners to ensure comprehensive and integrated care for children and adolescents served by the consult service. Provides coverage, as needed for eligibility review determinations, including participation in appropriate training and fidelity standards. Coordinate, as appropriate, with the OMH Chief Medical Officer and delegates and Medical Directors for the Divisions of Adult, Forensics, and Children & Families. Participate in defining core clinical competencies for staff of facilities and programs operated by OMH (e.g., RTF providers, inpatient children’s providers, etc.). Work closely with the Regional Field Offices to ensure that the network of children/family services are well planned, sufficient and fiscally sustainable in urban and rural areas of New York State Consult with the NYS OMH Division of Quality Management on matters related to risk management and quality of care in child-adolescent and young adult programs operated and licensed by OMH with the goal of improving program performance through best practice dissemination and implementation and incorporating recipients and family members in quality discussions. Work closely to support the Office of Population Health and Evaluation initiatives in NY by involving staff in regularly scheduled meetings with clinical and programmatic leadership in promoting the best practices gleaned from PSYCKES learning collaborative and other efforts that focus on the needs of children, adolescents, young adults and families. Supervise subordinate staff. Assign and review work. Ensure staff is provided training necessary to perform their duties and conduct performance evaluations. Support professional development of staff.
