At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Duties Description This position will be trained to work in several areas of R3’s Water Program including State Pollutant Discharge Elimination System (SPDES) permitting and compliance; stormwater, and water quality assessment. Duties may include traveling up to 4 days/week. The ability to traverse all types of terrain in all weather conditions is required. Assist in technical evaluations of all documents, including reports and development of SPDES and Water Withdrawal permits. Develop comments and questions as they related to applicable regulations. Must have the ability to articulate at public hearings and technical meetings. Conduct water sampling and be able to use various monitoring equipment. Assist in enforcement cases, including development of referrals and enforcement documents. Managing records, data entry, and analyzing and preparing reports for internal and external parties. Maintain facility records and files in an accurate and orderly manner. Participate in outreach and events. Key duties include:1- Conduct inspection of SPDES facilities throughout the Region. Prepare inspection reports and follow up on compliance issues. 2- Assist in developing comments and evaluating applications/reports with applicable regulations including permit writing for existing and proposed SPDES facilities and water withdrawal. 3- Conduct technical evaluations of all Water Program documents. 4- Address enforcement cases, including development of referrals, enforcement documents, and provide testimony. Coordinate Water Compliance records. 5- Conduct sampling and be able to use various monitoring equipment. Perform water quality assessment. 6- Implement Stormwater regulatory program (CAFO, MS4, MSGP, Construction GP) including inspection, audit, follow up compliance, enforcement, SWPPP review, and coordination with other regional programs. 7- Participate in watershed assessment activities, including emerging contaminants, source water protection and watershed planning.8- Articulate Department’s positions at public meetings, hearings, technical meetings; participate in outreach and events. Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain.
