Req Number 123599Job DescriptionDirects, plans, organizes and evaluates the staff and activities for budgeting and estimating complex capital projects for the Health System. Estimates include project development life cycle and program management oversight for multiple projects and third party resources concurrently.Job Responsibility
Provides project forecasting to include consolidation of third party forecasts and actual spending; budgets and estimates initiatives.
Manages project progress to schedule and budget; tracks actual project delivery costs relative to estimated costs and implements a continuous improvement process to refine project estimates; leads team members to develop estimates and track actual project costs relative to estimates.
Contributes to the creation of project requirements and design documentation standards to enable repeatable and predictable development processes and ensures the creation of artifacts at each phase of development that will facilitate estimation accuracy.
Resolves business process conflicts, business integration issues, and resource conflicts; recommends mitigating strategies; coordinates efforts of external third parties with efforts of project staff.
Presents project estimates to the leadership, validating estimation accuracy and assumptions, and makes recommendations based on a complete understanding of business objectives.
Develops in collaboration with stakeholders, metrics for program performance and benefits, and provides support to financial management on measurements.
Provides reliable estimation with accuracy levels commensurate with the project phase through implementation of multiple project estimation techniques to include parametric estimation, estimation by analogy, bottoms-up estimation.
Prepares and presents project estimates at the funding gate checkpoints to the leadership; and reviews vendor proposals and actual project performance relative to project estimates and contributes to vendor selection and vendor performance management.
Provides expertise in project estimation tools and techniques; oversees the development, coordination, integration, communication, implementation, and performance of budget and estimating operating policies and procedures.

Job Qualification
Bachelor's Degree required, or equivalent combination of education and related experience.
10+ years of relevant experience and 2+ years of leadership / management experience, required.
