For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services (ACCES) is seeking candidates to fill two Program Research Specialist 1 positions in the Data Unit. The Data Unit supports all ACCES offices, provides data and reports to meet federal reporting mandates, measures program performance and effectiveness, and supports policy and budgetary decisions. The Data Unit works closely with Information Technology Services staff in the development of new software for ACCES offices. Duties of this position include, but are not limited to, the following: Analyze and interpret data pertaining to ACCES program and fiscal offices; Select the appropriate methods to follow in analyzing and evaluating data, including considering the sources of data and the statistical tools to use to support ACCES initiatives; Determine the kinds of information needed and the data sources and collection methods to follow in fulfilling data requests, including utilizing Microsoft products such as SharePoint, Forms, Planner and Lists; Identify actual or potential problem areas, trends, program accomplishments, and additional key factors in the program being studied; Measure progress toward program objectives; and, Prepare tables, graphs, fact sheets, and written reports summarizing research results using a variety of data analytic tools (SQL, SAS, Power BI, Excel, etc.). Additional Comments CONDITIONS OF EMPLOYMENT: These will be contingent-permanent, competitive appointments or contingent-permanent non-competitive appointments.
