Yes County Albany Street Address 2 Empire State Plaza City Albany State NY Zip Code 12223 Duties Description Oversee the review and development of policies, standards, and procedures for the federal SHIP, known as HIICAP in New York State, in addition to MCCAP and MIPPA. Work with staff from other Divisions within NYSOFA, local AAAs, and other state agencies and organizations, and advise on the development of HIICAP, MCCAP, and MIPPA policies, standards, and procedures. Work collaboratively with internal staff and NY Connects programs (local Aging and Disability Resource Centers) related to cross referrals and activities to make the consumer experience as seamless as possible. Manage the federal STARS system that provides client contact data and other information to the federal Centers for Medicare and Medicaid Services (CMS). Work with the Assistant Director and Deputy Director of the Division to supervise and oversee the local HIICAP programs, MIPPA partners, and MCCAPs. Advance diversity, equity and inclusion in HIICAP, MCCAP, and MIPPA counseling and assistance practices and planning. Help identify and develop new HIICAP, MCCAP, and MIPPA state and federal policy and program directions. Develop HIICAP, MCCAP, and MIPPA grant proposals and coordinate, implement, and manage newly awarded grants. Prepare HIICAP, MCCAP, and MIPPA policy reports for internal and external dissemination. Participate in collaborative efforts convened by federal agencies, such as CMS and the Administration for Community Living (ACL) to support program enhancement. Participate in local, federal, and state activities and engage stakeholders through formal presentations at various forums. Communicate with federal agencies on the status and directions of HIICAP grants and special projects and prepare appropriate documentation, as necessary. Contract Management Manage and monitor HIICAP, MMCAP, and MIPPA contracts, including provision of ongoing technical assistance and oversight for local programs and/or contracted providers, ensuring that counties and/or providers complete all the deliverables indicated in the workplans. Conduct reviews of program qualitative and quantitative reports for HIICAP, MCCAP, and MIPPA to ensure the completion of required benchmarks and outcomes and follow up as needed. Monitor the submission of HIICAP, MCCAP, and MIPPA program data to ensure all state and federal data requirements met. Provide supervision, support, and guidance to staff to problem-solve barriers. Monitor routing for HIICAP, MCCAP, and MIPPA contracts and manage the internal sign-off process. Provide training and technical assistance. Plan, develop, and implement HIICAP, MCCAP, and MIPPA technical assistance, trainings, and presentations, including the HIICAP Consortium meetings. Assist local staff and volunteers in solving issues impeding local program operations. Provide technical assistance and training regarding deliverables, innovative projects, and funding application requirements and processes. Support, assist, and advise local programs on designing and redesigning functions to establish or streamline access to information for Medicare beneficiaries. Oversee the development of program instructions and technical assistance document related to HIICAP, MCCAP, MIPPA, and volunteer programs. Supervise performance management for HIICAP, MCCAP, and MIPPA programs, including the development and implementation of program evaluation and quality assurance activities. Provide general supervision of NYSOFA’s HIICAP staff and perform supervisory functions such as the timely approval of timesheets, approval of staff travel requests in the State Financial System, and oversight, monitoring, and timely completion of probation reports and performance evaluations. Conduct regular meetings with staff to review all assignments and completion of tasks. Review, edit, and submit grant applications for federal grants through CMS and ACL or other federal agencies. Supervise the development and review of required reports, as necessary. Supervise the development and implementation of program evaluation and quality assurance activities. Represent NY SHIP (HIICAP) at required national and regional meetings as needed. Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 70.1 of the Civil Service Law.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) and applicants must meet the following minimum qualifications to be considered for this position:Eight years of experience administering or analyzing disability, aging, health, or social services programs for older adults and/or people with disabilities. In addition, at least one year of the eight years of experience must have been in a supervisory capacity.OrAssociate’s degree in an appropriate human services field and six years of experience listed in #1.Or Bachelor’s degree in an appropriate human services field and four years of experience listed in #1.OrMaster’s degree in an appropriate human services field and three years of experience listed in #1.Appropriate degrees include, but are not limited to, the following human services fields: audiology, case management, community mental health, community services, counseling, education, family development, family studies, gerontology, health administration, hospital administration, human development, human services, health services administration, mental health counseling, non-profit administration, nutrition, occupational therapy, physical therapy, psychoanalysis, psychology, public administration, public health, rehabilitation counseling, social policy, social work, sociology, speech and language pathology, speech communication, and therapeutic recreation. Additional Comments There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
