Yes County Albany Street Address One Commerce Plaza 99 Washington Ave City Albany State NY Zip Code 12231 Minimum Qualifications NY HELPS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:You must have an active certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434, or Part 1208 AND have five years full time experience in any combination of:Either 1. The enforcement, inspection, development, or teaching of building or fire codes;Or 2. the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.NON-QUALIFYING EXPERIENCE: Design, construction, or inspection of bridges and/or highways; labor law, wage or health and safety inspections/investigations not primarily related to building or fire codes; experience as a firefighter where responsibilities do not include conducting fire or building code inspections as a primary assignment; and clerical or support duties associated with fire or building code inspections.SUBSTITUITION: In addition to the current certification as a Code Enforcement Official as stated above, college study in one of the following degree fields may be substituted at the rate of 30 semester credit hours being equal to one year of the required experience for up to four years of the required five years of experience: architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering. 55 B/C QUALIFICATIONS:Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Duties Description Duties Description The Code Compliance Specialist 2 duties in will include but are not limited to the following: Work independently on course development, revisions, and updates by a specified deadline. Evaluate highly technical code and building science requirements and develop effective and comprehensive training programs. Ensure that the content of course materials submitted to the Program Manager is comprehensive, accurate, explains the material clearly and concisely and is creative. Deliver training online and in large groups (300-400 students) to ensure that the training is delivered properly, accurately, and professionally. Mentor and collaborate with other CCSII staff in their performance and presentation of the class material. Provide guidance on how they can improve their delivery and meet the intended goals of the training. Assist in providing regional support across the state as assigned. Regional support in the form of training, technical assistance and potentially direct enforcement is provided as assigned. Support and direct staff in the form of training, planning reviews, inspections and responses to questions concerning the proper application of the codes and similar activities and ensure that they are technically accurate and provided in an effective manner. Review, analyze, prepare written reports, and work with counsel to recommend new or revised provisions of law, regulation, or code, concerning the local government programs for administration and enforcement of the Uniform Fire Prevention and Building Codes and State Energy Code. Prepare proposed written technical changes to New York State’s code and International Model Codes and make oral presentations. Assist in updating New York State’s Uniform Code, Energy Code, and other regulations. Review local laws and ordinances governing building construction.
