Duties Description The New York State Office of Cannabis Management (OCM) is responsible for the regulation, licensure, and public health and safety of all cannabis and hemp operations in the state, as well as programmatic cannabusiness development. OCM leads the nation in its practice of centering equity and diversity in the opportunity of cannabusiness in communities statewide. The Chief Equity Officer (CEqO) will report to the OCM Executive Director and Deputy Executive Director. The CEqO is responsible for developing and implementing OCM’s strategic planning, programming, and operations; and ensuring that all OCM policies, practices, and partnerships center diversity, equity, inclusion, and accessibility (DEIA). The CEqO’s work will be internal and external facing; they will work in collaboration with OCM’s Office of Economic Development and Research, coordinate the work of OCM’s DEIA Committee, serve as OCM’s public-facing representative/liaison in matters of DEIA, devise and implement OCM’s internal and external DEIA strategy, and liaise and ensure equity-focused alignment between all OCM offices and practices. Deliverables: The CEqO, upon engagement with stakeholders and in coordination with OCM Executive Offices, is responsible for developing, drafting, and implementing OCM’s social and economic equity plan. The CEqO is also responsible for giving regular updates to the Cannabis Control Board (CCB) and the Cannabis Advisory Board on OCM’s DEIA portfolio and work. The CEqO is also responsible for delivering an annual report to the CCB on OCM’s implementation of its equity plan. Note: An affirmative vote of the CCB officially appoints this position. Internal: Applying a DEIA lens, identify strategies and create goals to address OCM’s operations needs; Partner with all OCM offices to ensure that practice areas throughout the agency are aligned with and resourced to achieve DEIA goals; Design and lead initiatives intended to support a workplace that is culturally competent, diverse, equitable, inclusive, and accessible; Identify OCM’s DEIA practice gaps and recommend strategic improvements; Work closely with OCM administration and OGS to ensure that aspects of OCM’s recruitment, hiring and onboarding processes are DEIA reflective; Establish and reinforce the application of a DEIA lens to all decision-making processes and work with program areas to identify specific work processes where there is opportunity for progress on this score; Explore and utilize changing technologies, artificial intelligence, risk analyses, and data analytics, to expand OCM’s role as the central equity-driven player in the New York cannabis industry; Lead the OCM DEIA subcommittee and serve as OCM’s D&I Liaison with the Governor’s Office.External: Oversee the development and implementation of OCM’s social and economic equity (SEE) plan; Provide reports to the CCB and CAB on a regular basis concerning OCM’s DEIA initiatives; Build and maintain relationships with external stakeholders and interagency partners (e.g. Civil Service, Agriculture and Markets, Department of State, Consumer Protection, Empire State Development, Department of Labor, Employee Relations, Department of Health, Addiction Services and Supports, among others) to maximize OCM’s visibility and collaborative opportunities in benefit of the cannabis market and consumers; Monitor the resources available to communities and individuals disproportionately impacted and recommend improvements and/or opportunities to expand such resources; Present at and attend public forums to develop and discuss OCM’s programmatic initiatives.
