Yes County Albany Street Address State Campus, Bldg 8A City Albany State NY Zip Code 12226 Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of an Information Technology Specialist 4 within the Office of Information Technology Services, Dedicated Support, Department of Tax and Finance Modernization in Albany, the Business Systems Analyst 1, SG 18, will be responsible for analyst activities such as requirements gathering, analysis, program documentation and testing of agency application systems. Illustrative duties include, but are not limited to, the following: Identify business requirements to develop automated applications which meet business priorities. Create detailed functional design documents for system implementations, Integrations, and enhancements. Provide support for end-users and troubleshooting help desk tickets and data issues. Develop and execute SQL statements for data analysis. Identify issues for which a technical solution is required and assisting in continued improvement. Communicate technical issues and information effectively, both verbally and in writing, with functional and technical staff to gather technical requirements. Collaborate effectively within a team environment, as well as members of other teams as necessary. Facilitate and participate in meetings with ITS and Tax customers. Communicate clearly, both verbally and in writing, with Tax management and users, ITS management, and team members.Preferred Qualification: The candidate must be able to work in a fast-paced environment where legislative changes must be quickly implemented. Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 1, SG-18; OR who are eligible to transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.NYHELPs Minimum Qualifications Business Systems Analyst Trainee 1: A bachelor's or higher degree.Business Systems Analyst Trainee 2: A bachelor's degree and one year of professional experience as described below OR a JD or Master’s degree in a related field.Business Systems Analyst 1: A bachelor's degree and two years of professional experience as described below OR a JD or Master’s degree in a related field and one year of professional experience as described below.Qualifying experience includes: Business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); anEmployees with one year of permanent competitive service in a position G-16 or above and who possess a bachelor’s degree from an accredited college, are active on the Professional Careers Opportunities eligible list, and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page may be eligible to transfer to the G-18 level under Section 70.4 of Civil Service Law.Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher and who have standing on the PCO eligible lists; OR candidates with a bachelor’s degree and who are active on the PATT eligible list, may be eligible for transfer to the Trainee level under the provisions of Section 70.4 of the Civil Service Law.Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. Individuals certified eligible for the 55-b/c program must possess a bachelor's degree to meet the education qualifications for the traineeship or possess a bachelor’s degree and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page for consideration for the G-18 level. The hiring rate for candidates appointed to Business Systems Analyst Trainee starts at $47,925 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Business Systems Analyst 1 title upon the successful completion of a two-year traineeship. Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
