For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Master's degree AND four years of experience in the field of education or in public administration. Two years of this experience must have been in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, and/or educational program budget planning.PROMOTION: Current NYSED State employees must one year of permanent competitive service as an Assistant in Educational Planning & Evaluation.COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Educational Planning & Evaluation.Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Two years of this experience must have been in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, and/or educational program budget planning. Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Associate in Educational Planning & Evaluation position in the Office of Student Support Service. This office is responsible for promoting school improvement by focusing on supports to student progress through programs, services, and activities including the development of a safe and supportive school climate, and the Dignity for All Students Act. The incumbent of this position will focus primarily on the priority areas related to Federal and State expanded learning opportunity grants administered by the office, data collections and other administrative services. Under the direction of the Supervisor of Education Programs, duties of this position include, but are not limited to, the following: Provide written, on-site, and verbal technical assistance to schools, local educational agencies, public or private agencies, professional groups, and parents, as requested; Organize, coordinate, and conduct on-site and virtual technical support; Develop, coordinate, and/or facilitate meetings, conferences, webinars, or workshops to support program initiatives; Oversee the development of requests for proposals that align with SED processes and procedures, and the fiscal management of State or federal grants; Prepare reports of various kinds and guidance documents within a designated timeframe; Research current educational practices, policies, statutes, regulations, and standards; Serve on committees to support or advance Department initiatives as assigned; Review and draft regulations, Regents items, and Department policies as assigned; Collaborate with other Department program offices regarding Department initiatives; and Perform special assignments as requested. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. This position leads to a maximum salary of $117,825 based on annual performance advances.
