CHIEF OF POLICE REGULAR/ FT EXEMPT - LEVEL 15 SALARY: $37.86 (NEGOTIABLE) GENERAL DEFINITION: The purpose of the position is to direct all programs and activities of the Department. Responsible for the enforcement of the codes and ordinances of the Zuni Tribe, for preserving the public peace, and for protecting life and property. Prepares budgets and administer funds used in the department. Reviews operations, makes assignments, and applies effective law enforcement practices and procedures. SUPERVISION RECEIVED: Work is performed under the general supervision of the Tribal Administrator and the direct supervision from the Director of Public Safety. SUPERVISION EXERCISED: Supervises the Captain, Criminal Investigator, Police Lieutenant, Telecommunication Supervisor, Administrative Officer, Sex Offender Registry (SORNA) Technician and Evidence/Property Technician DUTIES: Directs and administers the police department, telecommunications, and criminal investigations to enforce the Zuni tribal criminal code, domestic violence code, protocol manual, and the rules of conduct in the department’s standard operating procedures. Adapt and synthesize BIA manual.

Develops and implements the operating procedures for administration, communications, crime prevention, emergency operations, law enforcement, patrol functions, records, safety, support activities, and traffic enforcement to promote public safety and uphold the rule of law.

Coordinates and administers the efficient operation of the department, police activities, facilities, and equipment.

Develops and revises standard operating procedures for structure and activities under the program.

Administers the enforcement of the Criminal Code, Domestic Violence Code, and other laws involved in investigations of criminal activity through appropriate law enforcement personnel.

Prepares and monitors program budgets.

Maintains and revises the annual funding agreements with funding agencies.

Responsible for developing quarterly and annual reports.

Responsible for budget development and management.

Approves vouchers, requisitions, and other programmatic matters.

Analyze funding resources, develops new funding sources, and prepare grant proposals to support operations and special projects.

Directly supervise and coordinate program activities to perform program goals and objectives to complying with all funded contracts and other applicable regulations.

Maintain staff by recruiting, selecting, orienting and training employees and developing personal growth opportunities.

Accomplish staff position results by coaching, counseling and disciplining employees, addressing complaints and complaint resolution.

Accomplish program objectives by supervising staff and organizing and monitoring work processes and conducting performance appraisals.

Monitors operation of the program by developing schedules, assigning and monitoring work, gathering resources, implementing productivity standards, resolving operation problems, maintaining reference manuals, and implementing new procedures.

Provide quality service by enforcing quality and customer service standards.

Conduct staff meetings to enhance communication among staff related to program goals and objectives.

Evaluates the effectiveness of the overall law enforcement activities, and implements appropriate plans of action to correct program deficiencies for improved operations.

Maintains training and certification of staff to ensure all individual development plans are in place in accordance to related position descriptions.

Maintain overall quality of service and performance of patrol, dispatch, and criminal investigation operations.

Maintain safe and healthy work environment by establishing and enforcing standard operating procedures and adhering to personnel policies and procedures.

Coordinates internal investigations of law enforcement personnel for allegation of improper conduct or inappropriate actions.

Performs other related duties as assigned

Provides periodic briefings reports to the Tribal Administrator, Department Director, Tribal Council, and community to inform on current law enforcement activities.

Serves on the Incident Command team as a liaison for law enforcement to support emergency operations when incident command structure is initiated by the Governor.

Coordinate community public education to build positive relationships with the community and respect civil liberties.

Coordinates community -oriented training on crime prevention, safety education, and related activities with law enforcement personnel.

Confers with officials and community groups to encourage community involvement in crime prevention.

MINIMUM QUALIFICATIONS

KNOWLEDGE, SKILLS & ABILITIES: Knowledge and understanding of applicable Federal, State and Tribal Laws relating to police operations. Knowledge of Tribal Laws and Game & Fish Laws appropriate to the Zuni Reservation; jurisdictional boundaries between McKinley County, Cibola County and Apache County, AZ. Knowledge of law enforcement administration, principles, and practices of crime prevention and law enforcement activities. In-depth knowledge of community-oriented policing system. Knowledge of incident management, law enforcement records management, and organizational leadership. Knowledge of law enforcement methods and procedures and the techniques used in police work, such as traffic control, investigations, crowd control, riot control and armed and unarmed defense procedures. Knowledge and competence in specialized law enforcement techniques used in building searches and vehicle stops, protection of dignitaries, sensitive surveillance operations and advanced investigative techniques. Knowledge of the provisions of the Privacy Act and disclosure procedures as they apply to the release of information on an investigation, witness or suspect. Knowledge and skills in interrogation and interview techniques to conduct internal affairs investigations. Skills in the use of self-defense tactics to protect self and others. Considerable degree of negotiating skills and ability to deal with all types of people in both sensitive and highly dangerous situations. Skilled to write routine reports and correspondence. Skilled to speak effectively before groups. Skilled to establish and maintain effective working relations within the community, Tribal Council, departments, committees, and outside resources with firmness, tact, and impartiality. Ability to project the professional and courteous manner role to the public. Ability to maintain a high level of job knowledge by attending continuing education and in-service classes, and training, including Emergency Management, Organizational Leadership, and Management courses at local, state, federal, and university levels. Ability to train and supervise employees. Ability to communicate clearly and effectively and the ability to plan, organize and direct a program. Ability to write narrative reports and the ability to prepare budgets and write grant proposals.

TRAINING AND EXPERIENCE: Bachelor’s degree in Police Science, Criminology, Criminal Justice or related field; with five (5) years of work experience in law enforcement as a certified officer; with five (5) years in a supervisory position at the rank of Lieutenant or greater.

LICENSE AND CERTIFICATES: Must possess a valid NM Driver’s License with no DWI/DUI convictions within the past three (3) years. Must be a certified State of New Mexico and Bureau of Indian Affairs law enforcement officer. Driving is an essential part of the duties.

PHYSICAL DEMANDS: The position requires minor physical exertion such as periods of standing, walking over rough uneven surfaces, some recurring bending, crouching, stooping, stretching, reaching, or similar activities. The position may require recurring lifting of lightweight objects with infrequent bending or stooping alternating with the lighter activities. The position requires minimal agility and dexterity. Occasional exposure to objectionable conditions or variations such as those found in variable weather conditions or light industrial settings.

SPECIAL CONDITIONS: Position is subject to a Pre-Employment drug testing. Position is safety sensitive and will be subject to random drug screening for the duration of employment. Must undergo and successfully pass a thorough character background check including FBI Fingerprint. May require some work in the evenings and on weekends.
