Job Description
Title: Housing Program Specialist Classification 2021
Reports to: Housing Coordinator Position 1023
Summary: Incumbent ensures completion of assigned program deliverables, recertification, compliance monitoring, adherence to HUD rules and procedures and other related assignments as required. Will also be instrumental in the tenancy enforcement program to ensure housing units as well as grounds are properly maintained and tenant rules are strictly adhered to. Will include investigation of potential tenancy lease violations and as such will be instrumental in court proceedings. May be assigned to different programs, Public Housing, Section 8, Multi-Family, etc.
Grade: 3
Salary: $Commensurate with Experience
FLSA Status: Non-Exempt
Job Tasks and Responsibilities
1. Work closely with the Housing Program Coordinator to provide program management of an assigned housing site
2. Comply with Section 8 and the Public Housing program rules, regulations and processes
3. Screen, review and process tenant applications
4. Compute rent and produce accurate rental agreements
5. Conduct move-in and move-out inspections
6. Process necessary documentation for monthly payment to landlords
7. Administer the Port-In and Port-Out program
8. Assign Section 8 voucher
9. Maintain compliance including community service, assisting with rent collection and eviction
10. Document lease agreement compliance
11. Working with the assigned case worker will develop an inspection schedule to ensure full lease compliance.
12. Document inspections of housing units on the Housing Inspection form
13. Schedule and Inspect Public Housing units pursuant to an established lease compliance program.
14. Schedule and perform inspections of units following correction of deficiencies by landlords
15. Complete re-certifications as needed and required
16. Complete Leasing and Unit Turn Around tasks
17. Maintain accurate and up-to-date files
18. Perform data entry required by HUD and management to include SEMAP and PHA’s
19. Submit accurate required reports weekly, according to schedule and at management direction
20. Answer questions on public housing and on applicable policies and procedures
21. Maintain knowledge of individual tenants
22. Provide effective tenant and land lord orientation and other related training programs
23. Perform other duties and work tasks necessary and required for successful and efficient achievement of Santa Fe Civic Housing Authority goals and objectives

Ability to use Happy Software, PIC, Microsoft Word, Excel and other relative systems
Demonstrated organization, accuracy and detail orientation
Demonstrated written and verbal communication skills
Demonstrated problem-solving, record-keeping and mathematical skills
Preferred Qualifications
Education: High School Diploma or GED Certificate
Work Experience: 3 years experience working with affordable housing
Certification: Public Housing Manager Certificate within one year of position employment
Housing Specialist Certificate for Section 8 within 18 months of position employment
Special Requirements/
Working Conditions: Office working environment with considerable exposure to a computer screen.
