Nature of WorkResponsible for fostering positive relationships between the organization and the community through targeted advertising and outreach initiatives. Duties include recruiting new team members, networking to build partnerships, and coordinating onboarding processes for new recruits. The role also involves managing the organization’s social media presence and performing general administrative tasks to support the team.Environmental Factors:Work is performed in standard office environments at various locations and facilities and outdoors,where occasional hazards may exist, including uneven ground surfaces as well as varied weatherand traffic conditions.Physical Factors:Light physical demands; mostly desk work, some lifting and carrying of files and supplies. Frequent to constant use of a personal computer.Work Situation Factors:Position involves competing demands, performing multiple tasks, working to deadlines, regular work beyond normal business hours, including weekends and some holidays. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and Mesilla Valley Regional Dispatch Authority policies.Meeting or exceeding the minimum qualifications does not guarantee an invitation to participate in the process. Fulltime, regular, non-exempt position with the Mesilla Valley Regional Dispatch Authority (MVRDA). Fulltime, regular positions are eligible for MVRDA sponsored benefits. Duties and Responsibilities

Develop and implement strategies for community engagement and public relations to enhance the organization's image.

Create and manage advertising campaigns to attract potential members.

Monitor and analyze the effectiveness of community outreach efforts and adjust strategies as needed.

Design targeted recruitment strategies to attract qualified candidates for vacancies.

Create and manage job postings across various platforms, ensuring they are engaging and aligned with organizational branding.

Oversee the recruitment process, including job postings, resume screening, while collaborating with hiring managers to identify hiring needs.

Promote a culture of diversity, equity, and inclusion in all recruitment efforts.

Ensure a positive candidate experience throughout the recruitment process by maintaining clear communication and providing timely feedback.

Coordinate, prepare materials, and facilitate the onboarding process for new hires, including orientation and training.

Serve as a point of contact for new employees during the initial probational period.

Build and maintain relationships with community leaders, local organizations, and industry professionals to develop and implement outreach programs.

Represent the organization at community events, conferences, and networking functions.

Organize and participate in recruitment events, job fairs, and community outreach efforts to attract potential candidates.

Generate regular reports on recruitment metrics, including time-to-fill, candidate sources, and diversity statistics.

Plan, organize, and execute internal and external events, including workshops, seminars, and community outreach activities.

Coordinate with vendors, manage event logistics, and ensure successful event execution.

Manage the organization’s social media accounts, including content creation, scheduling, and engagement.

Leverage social media, job boards, and professional networks to increase visibility of open positions.

Oversee the organization’s website and SharePoint/Intranet, ensuring content is up-to-date, accurate, and aligned with organizational goals.

Analyze social media and website metrics to evaluate performance and make data-driven improvements.

Provide support to Human Resources team members as needed and assist in various administrative projects.

Maintain accurate records and databases related to community engagement and recruitment.

Minimum QualificationsBachelor’s degree in Communications, Marketing, Public Relations, or Public Administration, or related field and a minimum of (3) years of experience in relevant responsibilities. A combination of education, experience, and training may be applied in accordance with Mesilla Valley Regional Dispatch Authority policy. Licenses/Certifications:Valid driver’s license is required. Position requires an acceptable driving record in accordance with Mesilla Valley Regional Dispatch Authority policies. Must past a thorough background check. Knowledge, Skills, and AbilitiesConsiderable Knowledge of:principles, practices, and techniques of effective public relations, mass communications, marketing, promotion, advertising, event planning, customer service, and project, program and records management; current methods and standards for preparing effective correspondence and writing and editing techniques; correct English usage, grammar, composition, spelling, punctuation and vocabulary; area resources, locations, and events; purpose, use, andbenefits of community programs, resources, activities and support agencies; principles and practices of web content development and site management; social media and communications platforms; website publishing and editing software; digital marketing and SEO practices; job related terminology including technical terms; Federal, State, and local laws, ordinances, rules, and regulations; Mesilla Valley Regional Dispatch Authority organization, operations, policies and procedures to effectively perform the duties and responsibilities required of the assignment.Ability to:prioritize multiple tasks, projects, and demands with accuracy to meet deadlines; read, understand, interpret, and ensure compliance with a variety of policies, procedures, rules, and regulations governing related activities, programs, and functions; perform calmly, rationally, and tactfully in carrying out duties and responsibilities; analyze problems, identify solutions, and recommend techniques for resolution of issues communicate appropriately and effectively orally and in writing; use sound judgment in decision-making; respond timely and effectively to inquiries and situations; research, compile, track, and analyze applicable information and maintain accurate and timely records in various mediums and formats; maintain confidentiality of information and data; prepare and present accurate and reliable reports containing findings and recommendations; review documents and extract relevant information; establish and maintain effective and appropriate working relationships with employees and the public; safely and effectively operate related business tools and motor vehicles; use initiative and independent judgment within established procedural guidelines to successfully meet established goals and objectives.Skills in:effectively managing related programs and projects; analyzing issues, evaluating alternatives, and making logical recommendations based on findings to address needs and develop plans and strategies; reading, interpreting, understanding, and applying policies, procedures, and applicable rules and regulations; operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner; demonstrating effective interpersonal communication skills, building consensus among groups and individuals, and conflict resolution; using initiative and independent judgment within established procedural guidelines to perform highly effective support in assigned areas.As per provisions specified in the individual contract or grant.
