Summary This position is located in a National Park Service Unit. The primary purpose of the position is to operate one or more motor vehicles, which typically have an approximate gross vehicle weight of more than 10,000 pounds and up to 26,000 pounds. Responsibilities Duties will include operating various vehicles and equipment, pothole repair, crack sealing, guiderail repairs, sign maintenance, trail maintenance, lawn mowing and care, brush and tree removal, and pickup and removal of trash and roadside litter. Operates and performs operator maintenance on gasoline and diesel powered vehicles and equipment. Operates a variety of trucks up to 26,000 lb. GVW equipped with power take off controlled dump bodies to haul, spread and unload various construction materials such as gravel, topsoil, mulch, etc. on level and uneven surfaces. Operates Articulated Loader, Backhoe Loader, Skid Loader equipped with loader bucket and other attachments. Operates farm type tractors to mow road shoulders, trail alignment, and general maintenance work using flail, brush hog and boom type mowers. Tows equipment and equipment trailers supplied with electric brakes and connected to truck by pintle type hook. Couples and uncouples truck and trailer, safety chains, and electrical connections. Loads, secures, and off loads materials and equipment from trucks and trailers. Maintains and or installs signs, fences, traffic bollards, and wayside exhibits. Safely operates vehicles when driving over interstate, state, county, township, and NPS roadways, many of which are narrow, winding, and unevenly surfaced. Selects safest, most direct, and legally permissible route while travelling to work site and delivering materials, equipment, and personnel. Performs brush and tree removal using chainsaws, powered trimmers, axes, and hand trimmers. Responsible for carrying out assigned tasks, at times without direct supervision, using own initiative to achieve desired results. Uses a high degree of skill and care to prevent damage or abuse to equipment, vehicles, surroundings or injury to self and others. Must be able to function independently and as a member of the work crew. Must maintain assigned vehicles and equipment in a clean and response ready condition. Required to fill out daily FMSS work reports. Able to operate computer work station to check and respond to emails. Area Information: Located in the Pocono Mountains, just 80 miles west of New York City and 100 miles north of Philadelphia, the Delaware Water Gap National Recreation Area attracts over 5-million visitors each year. The 70,000-acre park also includes the Middle Delaware National Scenic and Recreation Area and 26 miles of the Appalachian National Scenic Trail. Nearby towns of Stroudsburg, PA, Port Jervis, NY, and Newton, NJ provide all services, including K-12 school, college, medical services and other community needs. Additionally, several smaller communities are adjacent to the park. Summers and winters are generally mild with average summer temperatures about 80 degrees, with some humidity, and average winter temperatures about 30 degrees. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do The Work Of The Position Without More Than Normal Supervision (SCREEN OUT) Ability to Drive Safely (Motor Vehicles) Ability To Interpret Instructions, Specifications, etc. (related to mobile equipment operation) Ability To Operate Safely (Non-Motor Vehicle) Operation of Motor Vehicles Reliability and Dependability as a Motor Vehicle Operator Vehicle Operation Work Practices (including keeping things neat, clean, and in order) SCREEN OUT: Have experience that demonstrates the ability to perform work as a motor vehicle operator and assisting journey-level, or other higher graded workers; Experience included work such as operating gasoline or diesel-powered heavy equipment, the use of motor vehicles of a gross vehicle weight up to 26,000 pounds to transport material to and from the work site; operating trucks of a gross vehicle weight up to 26,000 pounds with snowplows. Experience in the construction, repair and upkeep of wildlife boundary fences, as well as in equipment and building maintenance and trail and road repair projects. My work is spot-checked by supervisor and evaluated for quality and neatness. DRIVER'S LICENSE: This position requires that the incumbent possess a Driver's License. If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. Physical Demands: Moderate physical effort may be required in making couplings between the vehicle and towed equipment; considerable physical effort may be required in backing of vehicles, to change tires, and make limited emergency repairs; required to frequently lift items weighing over 50 pounds; work also involves climbing of ladders, scaffolding, and working in and around power tools and equipment. Working Conditions: Required to work outside and is exposed to extreme hot and cold temperatures; operates vehicles in all types of traffic and weather on public roads and is exposed to the danger of serious accidents.
