Roles and Responsibilities:

Directs the design, development, implementation and maintenance of programs, specific to track inspection maintenance and rehabilitation in accordance with Federal standards.

Directs the budget preparation, planning and implementation of capital and maintenance programs which ensures present and future reliability, and that available funding is utilized where it is most needed.

Directs the establishment and control of company standards for design, inspection, maintenance of track. Directs the review of all design performed on the system, regardless of origin for adherence to standards and for cost, operating and maintenance considerations.

Administers policies and procedures regarding the acquisition, use, and evaluation of technically advanced material and equipment.

Directs, implements, and monitors overall construction and maintenance of right-of way-track, material management and maintenance of way equipment.

Provide expertise and direction when there is a major incident or failure affecting the track and rights-of-way.

Promotes safety in the workplace that meets or exceeds department goals.

Promotes effective labor/management relationship to ensure full compliance with NJ TRANSIT policy in an effort to develop harmony in the workplace and to increase productivity and cost effectiveness.

Education, Experience, and Qualifications:

Baccalaureate Degree in Civil Engineering, or equivalent

Ten (10) or more years of applied experience in maintenance design and construction of track and right-of-way, including five (5) years of supervisory experience.

One (1) year of closely related experience may be substituted for each year of Education required.
