Requisition ID: req51891 Job Title: Refugee Cash Assistance Payments Coordinator Sector: Finance Employment Category: Regular Employment Type: Full-Time Compensation: USD 24.50 - 32.45 Hourly Location: Elizabeth, NJ USA Work Arrangement:Fully RemoteJob Description JOB OVERVIEW: Refugee Cash Assistance (RCA) is a benefit available to eligible refugees and other New Americans funded by the Office for Refugee Resettlement (ORR) within the federal Department of Health and Human Services (DHHS). The RCA Payment Coordinator initially will play a critical role in transitioning and adapting the current system of RCA payments being handled by Sub-Award Agencies (SAA) to RCA payments being a central function within the New Jersey Office for Refugees (NJOR). Once the process has transitioned and implemented internally, the RCA Payments Coordinator will oversee the daily implementation of RCA benefits payments on behalf of the SAAs and will serve as the liaison between NJOR, SAA and the vendor. This position reports to the Program Officer, Economic Empowerment. MAJOR RESPONSIBILITIES: Planning and Administration

Lead the initial transition from SAAs managing RCA payment to NJOR coordinating payments on debit cards

Manage all debit card requests from the SAAs

Recruit, orient, monitor and liaise with debit card vendor

Prepare weekly deposit entries and reconcile payment transactions for RCA payment-related costs

Collaborate and communicate regularly with SAAs to ensure seamless payment to RCA recipients

Program Implementation and Quality

Collaborate with NJOR data and program teams to provide appropriate training to SAAs

Conduct internal agency data quality checks and work proactively with NJOR program staff, SAAs and the vendors to identify and address errors and inconsistencies

Stay current on RCA and related policies and practices involving ORR, NJOR, and ClientTrack (CT), the database system used by NJOR and the SAAs

Participate in monthly SAA RCA meetings to track and address RCA payment-related issues

Process and review regular reports to research and resolve discrepancies in financial reporting

Data and Finance Support

Work closely with the SAA and NJOR data team to ensure all data entry is accurate in CT

Support NJOR program managers to analyze existing data and produce reports and other resources to communicate program progress and achievements

Collaborate with finance and data teams to ensure accuracy and oversight of payments to clients

Assist the NJOR finance team in RCA benefit vendor management and payments

REQUIREMENTS:

Undergraduate Degree required preferably in Economics, Finance, IT, or a similar field.

Experience with social service case management.

Experience and training in support group facilitation and adult education techniques.

Experience in program management software client relationship management, relational databases, or other information systems for client management.

Demonstrated experience with Microsoft Office suite, particularly Excel.

Attention to detail and the ability to follow instructions fully and precisely are essential.

Ability to quickly learn latest information systems including ClientTrack and the Service Providers Platform.

Solid organizational skills: work productively and accurately while under pressure in a fast-paced, demanding environment

Excellent communication skills (written and verbal).

Proven ability to contribute both independently and as a key team member.

Willingness and ability to travel between assigned offices (travel will account for 20% of this role)

Prior experience working in refugee/immigrant employment-related services is strongly preferred.

Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.

Fluent in English, both spoken and written, required.

Proficient in Microsoft Office applications (Word, Excel, Outlook).

Excellent verbal and written communication skills

Excellent analytical skills: experience with data systems development and analysis strongly preferred.

Excellent diplomatic and cross-cultural skills, and ability to work together with a variety of stakeholders across multiple teams.

Working Environment:

A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above-outlined responsibilities.
