DUTIES: Under the direct supervision of the Special Investigation Unit supervisor and the limited supervision of an Investigator 3, conducts complex investigations in the field or from the administration office, involving alleged non-compliance with statutes, department policy/procedures and regulatory requirements; takes the lead over investigative staff; does other related duties as required. SKILLS: Knowledge of the procedures and techniques used to conduct investigations and interviews. Knowledge of the types of conduct that would legally constitute negligence, abuse/neglect, or willful misconduct under the regulatory enforcement of the assigned department. Knowledge of the methods used to research and obtain background data. Knowledge of legal documents such as subpoenas, affidavits, and search warrants and the procedures for requesting, obtaining, and executing them. Ability to confer with and interact with the general public and representatives of other governmental agencies. Ability to understand and apply the New Jersey statutes, laws, regulations, standards, and policies governing the procedures for regulatory control and compliance with civil, administrative, criminal, and institutional abuse/neglect. Ability to read, interpret and apply the laws and regulations affecting investigative activities. Ability to keep current in department policies and procedures and criminal correctional law and court procedures by attending continuing training programs and seminars. Ability to prepare clear, technically sound, accurate, and informative reports of investigational activities containing facts, findings, conclusions, and recommendations. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Ability to conduct routine, special, and confidential investigations. Ability to act as a witness in court or at formal hearing and provide testimony under oath. Ability to maintain confidentiality. Ability to work under adverse conditions and at any hour of the day. REQUIREMENTS: Graduation from an accredited college or university with a bachelor's degree. Two (2) years of office and/or field experience conducting investigations, collecting evidence, and preparing investigative reports related to criminal, civil, or regulatory matters involving fraud, misrepresentation, or other acts of criminal or civil misconduct. Note: Experience as a police officer performing criminal follow-up investigations (not preliminary investigations) may be substituted for the above experience on a year-for-year basis. Applicants who do not possess the required education may substitute experience in investigation of criminal, civil, or regulatory matters on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience. A master's degree in public administration, Business Administration, Social Work, or Criminal Justice may be substituted for one (1) year of experience. License: Appointees will be required to possess a driver's license valid in New Jersey.
