The PositionCommunications Systems Managers manage the 24-hour communications system of a State agency including supervision of the communications staff; provide administrative support involving the development of policy and procedure and the system's budget; coordinate system maintenance, repair and development; perform system engineering and design work ensuring federal and State guidelines are followed; and coordinate the agency's telecommunications functions for interoperability with various local, federal and State agencies to ensure compliance and maintain the integrity of the system. The Communications Systems Manager is distinguished from the Communications Systems Supervisor by greater administrative responsibility for budget development and maintenance; development of long-range plans, goals and objectives; and preparation of communications policies and procedures required in managing the agency's communications system. In addition, incumbents perform work of a technical nature.Communications Systems Manager performs specialized electronic technician work involving the fabrication, installation, maintenance, testing, repair, alignment and modification of 24-hour communication systems such as two-way radio and microwave equipment, mountaintop base stations, towers and antennas, solar power systems and telephone equipment. Other responsibilities include inventory, training radio operators, field operations support and coordination. Perform electrical and mechanical installation, maintenance and repairs on emergency vehicle equipment and maintenance vehicles including electronic siren and public address amplifiers, emergency lights and light control systems, antenna systems, data terminals, printers, data multiplexers, radio control consoles, logging recorders, radar sets, mobile and portable radios to ensure reliability of public safety and maintenance vehicles, communications equipment and networks. Conduct research and develop custom circuit boards and sub-systems to provide necessary system components which are unavailable from commercial sources or which require modification for use with existing components and communications system. Coordinate with other communications entities including Federal, State and private agencies in the repair, maintenance and modification of the agency's communications system. Incumbent directs and participates in the operation and maintenance of the Statewide communications system; recommends, drafts and executes policy and procedure; prepares agenda and supporting material for meetings; represents the State before various Federal, State and local government agencies, national and local associations and private groups in matters concerning the Department of Wildlife communications system and the interests of the State. Supervises the Communications System Specialists and completes all required supervisory duties (annual reviews, discipline, coaching, mentoring, directing, training, etc).
