The Manager of Human Capital Operations (HC Service Center) provides Human Capital support to the business unit and internal and external stakeholders. The role is impactful in executing our people initiatives, providing superior internal customer support, and driving HC functional excellence and process improvement. In addition, this position supervises the coordination of HC initiatives as identified to achieve improved efficiencies in HC processes and business performance.

Build and maintain a competent/capable team of staff in alignment with OPPD¿s Accountable Management System (AMS) guidelines.

Effectively apply OPPD's Managerial Leadership Practices (MLPs) (i.e.: Management Accountabilities, Talent Inventory, Succession Planning, Organizational Performance Planning, Clarity Building, etc.) for assigned staff.

Develop and implement Individual Development Plans (IDPs) for all direct reports targeting: specific performance gaps necessary to fulfill the work of the Role, any currently assigned Key Accountabilities (KAs), or any special assignments designed to enhance the effectiveness of Role, Department, Division, etc. (Completed Annually)

Develop and maintain a set of staff performance metrics.

Accountable to develop and implement plans and programs (1-2 years in scope) to achieve OPPD and Human Capital strategic objectives and to deliver desired outputs/assigned goals of the Total Rewards/HC Operations department.

Manage administrative support for all HC programs and initiatives including PeopleSoft processes; recruiting efforts; NERC CIP compliance related to monitoring system accesses; benefits assimilation across the organization, including to retirees; and supporting employee relations.

Proactively develops and maintains effective processes within the HC Service Center to help achieve corporate goals, targets, strategy, and financials. This includes developing practical process/program implementation plans for HC initiatives.

i. Demonstrate advanced proficiency in the areas of HC policies, procedures and labor contracts. Demonstrate an understanding of the HC body of knowledge and the ability to interpret OPPD policies/procedures.

ii. Use analytics to identify process and system trends and make recommendations for improvement based on analyses. Identify and maintain reports, and analyses as are necessary to successfully carry out and measure business unit operations effectiveness.

iii. Support the integration and leveraging of technology to improve effectiveness and efficiency of HC processes.

iv. Collaborates on and coordinates communications regarding HC-related items to appropriate audiences, as needed.

Assures the safe preservation and maintenance of all HC personnel files.

Develop and maintain a set performance metrics (Past vs. Present and Predictive). Monitor, adjust as needed, track, and develop executive reporting and analysis as scheduled.

Qualifications

Required:

Bachelor's Degree in Human Resources or related field.

Successful track record of leading the human resource function and people within an organization.

Strong understanding of HR practices, regulations, employment law, benefit programs, and employee relations.

Proficiency in Microsoft Word, Excel and PowerPoint.

Ability to quickly establish a close working relationship with customers.

Strong interpersonal, communication, presentation and conflict resolution skills.

Excellent oral and written communication skills with the ability to respond to customer inquiries in a calm, professional, and courteous manner; and maintain customer confidentiality.

Ability to lead, train, coach and develop others.

Desired:

PHR, SPHR, SHRM-CP, CEBS, or GBA certification.

Knowledge of PeopleSoft HRIS.

Time Demands:

This position is considered an "essential position" meaning when business necessity and continuity needs are emergent, this position will be required to report to work and may be required to work hours beyond an employee's normal shift.

Maintain regular and predictable attendance in alignment with Departmental policy.

Must be available for overtime work and call-outs as required to ensure continuance of efficient operation.
