The Lead -Receipts and Collections role is responsible for supporting the Supervisor - Financial Operations for activities including recording of all customer payments through multiple channels, reconciling all bank deposits daily, and management of bad debts with external collection agencies. This position will support the Supervisor, Financial Operations with the District's receivables, payment processing and processing support applications. This position provides leadership for innovation in collections of bad debts and minimizing write offs. This position also provides assistance in improving the processes utilized within the Division affected by financial systems and applications. The Lead will be a regular participant on the District's Financing Team.

Functional Planning & Execution: Accountable to assist Supervisor in developing and implementing plans and programs to achieve OPPD and Financial Services Business Unit strategic objectives and to deliver desired outputs of the TF&O Division.

Act as lead on approving transaction and assist manager in overseeing the daily operation of the Remittance Processing function, receipts forecasting function and the deposit control function for the District.

Assist supervisor or act as lead in training and motivating personnel to effectively execute the department's responsibilities and enhance customer relations.

Act as first point of contact in maintaining effective relationships with bankers and trust officers as a District Treasury Agent to ensure effective services.

Act as lead in directing research, development and implementation of new technology for customer payment options.

Provides system and personnel support for research requests as needed.

Researches and recommends new ways to locate customers with balances past due at OPPD.

Collaborates with industry participants to evaluate updated collections methods.

Benchmarks OPPD net charge-offs to comparable utilities.

Monitors performance measures to ensure that the department is operating efficiently and accurately.

Develops, programs, and thoroughly tests database and/or spreadsheet applications.

Provides business users with support on new systems and procedures.

Coordinates the design and implementation of automated interfaces to applications that affect the Division

Develops new ideas for applications that assist in measuring and improving departmental and employee performance, and enhances managerial tools for decision making.

Assist manager with the day-to-day coaching, feedback, reporting, performance evaluation and assignment of work priorities/workloads for team members. (As Assigned By Manager; 40% or less of role)

In the absence of management, evaluate workloads and priorities and assign appropriate resources to ensure the efficient and effectively delivery of departmental products & services.

Assist with the resolution of escalated issues, questions and work stoppage situations. (As assigned by or in absence of Manager)

Monitor, coach and recommend additional training solutions for team members to develop the skills, knowledge and experience to be effective in role.

Perform quarterly quality checks on job functions/individual outputs in area. Report findings to management quarterly.

Maintain a detailed Subject Matter Expert with regard to the work and roles of the team. Assist in the training of new staff and cross training of existing staff. (As Assigned by Manager)

Provide input to the development of performance management documentation.

Qualifications

Required:

Bachelor of Science degree in Business Administration, Finance, Accounting, or Computer Science degree or related field is required.

Five years of work-related experience.

Desired:

Masters degree in a related field (MBA preferred).

Proven leadership skills and the ability to supervise several projects simultaneously and motivate and develop staff.

Knowledge of banking principals and procedures, forecasting methodologies.

General understanding of technical applications for treasury systems.

Above-average analytical skills and knowledge of the latest technology trends in the processing industry.

Knowledge of electronic commerce and Automated Clearing House (ACH).

Excellent analytical, problem solving, and decision-making skills.

Excellent oral and written communication skills.
