Job DescriptionExport Control Analyst (ECA)MUST be a US Citizen, in support of Federal ClientsPurpose:Oracle is accepting applications for an Export Control Analyst (ECA).As a member of Oracle’s Global Trade Compliance (GTC) team, this position has direct responsibility for analyzing and issuing technical determinations, trade control and sanctions compliance rulings, and managing export testing and licensing. This position’s responsibilities include establishing export compliance actions and supporting the export control needs of international programs and initiatives as required under federal laws, regulations, and U.S. EAR/ITAR understanding and directives.Major Duties/Responsibilities:

Under the supervision of the Sr. Director Global Export Compliance, this individual will support the Export Control Department in the evaluation and analysis of U.S. and applicable export control and economic sanctions laws and regulations, know your customer (KYC) compliance requirements, and deep transactional due diligence.

Areas of review will include interpretation of export control jurisdictions, applicable laws and regulations and the associated licensing and interfacing requirements of primary government agencies such as the U.S. Department of Commerce (EAR), Treasury Department (OFAC). Reviews will evaluate technologies, jurisdictions, end-use (application) and end-users and issue export control determinations. This individual will be responsible and accountable for the determinations made and advise staff as to how to stay in sync with the applicable federal laws, regulations.

Position includes interfacing and working across Lines of Business and with Security and Counterintelligence to assess export controls and:

Perform denied party screenings

Conduct export compliance due diligence reviews of vendors and suppliers to identify risks to the company

Conduct reviews and investigations to appropriately resolve potential matches generated by the sanctions systems

Conduct investigation of customers, business partners, and transactions in accordance with established policies and procedures and tools per SLAs

Increase unusual findings that might be related to sanctioned individuals, terrorist financing, law enforcement, or other criminal activities

Conduct independent research using the internet, third party tools, commercial databases, and bring to bear internal databases to evaluate and disposition sanction system alerts.

Accumulating and documenting relevant findings regarding transactions and screened parties’ facts from investigations so GTC can determine the necessary compliance steps.

Requires excellent communication skills, deep technical material and data analysis, collaboration with business units and conveying regulatory assessments.

This position also includes training Oracle employees and non-Oracle employees in the requirements and process of export control, developing training materials for those presentations, and fielding questions regarding compliance actions.

The ECA will need to be thorough and well organized. Must have the ability to think through critical data and make informed rulings/determinations. The ECA must keep up with the changing environment of export control laws, regulations, technologies, and programs. This includes emerging and changing technologies, new and changing regulations, changing jurisdictions, and changing foreign policy.

The ECA will be expected to perform with limited supervision when issuing compliance decisions and directing export control activities as required. On-going training and attention to international affairs are essential.

Some travel may be required for purposes of training and/or meeting with federal agency representatives.

MUST be a US Citizen

Bachelor’s degree.

Minimum of five years’ direct experience in export controls, however more years of similar experience in compliance, engineering, or other technical field as it relates to export control would be considered.

A working knowledge of PC systems applying Office Suite and other related systems.

IT/UAT support for testing global trade compliance systems.

Preferred Requirements:

Master’s degree preferred.

Advanced knowledge and experience in the export of and EAR controlled items.

Experience with documentation for Export Compliance and Trade Compliance.

Experience with export licensing as well as exceptions and exemptions.

Individual must be comfortable working in a diverse technical field and analyzing those technologies in the context of changing laws and regulations.

Motivated self-starter with the ability to work independently and to participate creatively in collaborative and multi-disciplinary teams.

Individual must possess good human relation skills, be able to communicate well in writing, as well as orally, including preparation and delivery of compliance requirements, presentations, and training sessions.

Must be an effective great teammate and work well in a solo or group environment.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position.
