Responsible for overseeing the general operations of the Head Start Program. Specific areas of accountability include, but are not limited to: procuring grants; monitoring budgets (including non-federal share) and fiscal records; coordinating the development and implementation of program policies and procedures to ensure compliance with governing regulations including all Federal Performance Standards as well as MT Child Care Licensing, Stars and CACFP as well as maintaining all pertinent information relating either directly or indirectly to the Head Start program; supervising Coordinators, Food Service staff, custodians and transportation staff; procuring and monitoring facilities, equipment and materials; and continuously exercising professional development, planning and implementation.

Essential Director Responsibilities

Human Resource Management:

Reviews and makes recommendations to the Policy Council on personnel actions such as employment, retention, promotion and termination.

1. Assigns, develops, trains, supervises and evaluates program staff and their work.

2. Establishes all necessary career development requirements and facilitates development opportunities for staff.

3. Acknowledges and resolves community complaints about the program, seeking input from staff, parents, or the Board as needed by following community complaint procedures.

4. Carries out the function delineated in procedures for grievances.

5. Administers the hiring process from outset to hire including:

a. Reviewing resumes, applications, and additional hiring materials; and

b. Conducting fingerprint, background, and reference checks.

Operational Management:

1. Reads, interprets and implements all Head Start, MT Child Care licensing, Child Adult Care Food Program and Stars for related performance and operational standards, regulations, transmittal notices, and information memorandums pertaining to the Head Start program and accordingly develops all Head Start personnel and operating policies and procedures to comply in accordance with these standards.

2. Fosters shared decision making with the Board and Policy Council for effective operation of the Program in accordance with applicable requirements.

3. Assumes primary responsibility for submission of the Head Start grant application on an annual basis which requires an ability to compile program data and prepare competitive grant applications in response to requests for proposals, funding notices, etc.

4. Implements and evaluates results from an annual program self-assessment process and a triennial community assessment.

5. Develops plans for effective utilization of community resources.

6. Assists focus area coordinators in preparing and updating pacing guides.

7. Uses the evaluation data to maintain, correct and/ or improve delivery of program services using the continuous improvement cycles.

8. Prepares the CACFP contract including all required monthly reports for reimbursement.

9. Negotiates and administers contracts for services and facilities needed to support program operations. (Plummer Facility lease agreement, Plummer Utility Contract and school district resource sharing agreements).

Community/Parent Relations:

1. Evaluates the delivery of services to families including early childhood developmen , health, and family and community partnerships.

2. Establishes the terms of contractual agreements with third parties, including public school districts and consultants.

Financial Management:

1. Oversees program planning and budget development process assuring parent and staff involvement on planning committees.

2. Develops, manages, and continuously reviews an operating budget through:

a. Approving and directing expenditures

b. Monitoring expenditures and comparing expenditures against budget

c. Taking corrective action where required to ensure the budget is not overspent or depleted.

d. Approving purchase requests.

3. Implements and evaluates results of community needs assessment. Develops grant(s) and options based on the resulting information.

4. Prepares grant applications for review and approval by the Board and Policy Council.

5. Ensures purchasing and contractual standards for the acquisition of space, equipment and supplies, etc.

6. As required by Personnel Policies, initiates payroll by reviewing and approving:

a. Timesheets

b. Travel requests,

c. Financial reports

7. Assists the agency in achieving the Non-Federal Share (In-Kind) match, as required by Office of Head Start.

Mental Health:

1. Plans, administers, and implements the mental health component for KVHS.

2. Acts as a liaison between Cedar Creek Integrated Health Services and KVHS.

3. Facilitates staffing with Cedar Creek therapist(s) regarding Head Start children enrolled in the Head Start program.

4. Tracks and monitors mental health services including referrals and follow-ups.

5. Informs staff of mental health and wellness information.

Board Relations:

1. Submits all policy, major planning recommendations, grant applications and budget to the Board for final action.

2. Provides program reports to the Board, Head Start Policy Council, ACYF Regional office and other relevant agencies.

? Knowledge of general office procedures and equipment including accounting software, computer based office software,, and custom/online programs and databases.

? A professional composure when working and communicating with a wide range of individuals from all socio-economic groups.

? Ability to work with little supervision and effectively manage work subordinate staff.

? Maintaining complete confidentiality when responding effectively to the most sensitive inquiries or complaints from children or parents.

? Flexibility to perform other duties as assigned.

Supervision Exercised:

? Responsible for hiring, assigning, evaluating and, where necessary, disciplining all staff of Kootenai Valley Head Start.

Education and Experience

As per 45 CFR ?1302.91 (b), a Head Start Director must have at a minimum:

? A Bachelor?s degree and

? Experience in supervision of staff, fiscal management, and administration.

Requirements of Employment:

? Must pass a pre-employment physical exam with official results documenting that no communicable diseases exist. A negative TB skin test vaccination as may be required by state law (Tdap, MMR).
