2024-2025 SCHOOL YEARPRIMARY OBJECTIVE:The Assistant Superintendent/Chief Financial Officer (CFO)-Chief Operating Officer (COO) leads the districts financial and operations departments including budgeting, purchasing, payroll, accounts payable/receivable, investments, financial statement reporting, grants administration, investments, risk management/liability insurance, contract review, benefits, and other financial areas. Additional operations department leadership includes technology, facilities, custodial, maintenance, construction, safety, sustainability, transportation and nutritional services.The CFO-COO is a member of the districts cabinet team. As the financial and operational leader of the district, the CFO-COO is responsible for implementing school system policies and achieving objectives as outlined in the districts strategic plan. The CFO-COO is responsible for coordinating the work of the administrators under their supervision.ESSENTIAL DUTIES:

Leads the department under their supervision in conformity with the policies and procedures of the Board of Education, federal, state, local laws, regulations, and mandates.

Provides clarity and direction of department programs, procedures, services and initiatives to the Board of Education, staff members, vendors, and the community.

Reviews, develops, and recommends board policies as appropriate.

Serves as the Treasurer for the Board of Education. The CFO-COO prepares, assists, and reviews financial and operation departments board items, presentations, and reports that are presented to the board or required by governmental agencies. The CFO-COO attends regular and special meetings of the Board of Education.

Attends, participates, and/or coordinates, when appropriate, department, district, local, and state meetings.

Reviews, negotiates and executes all contracts with the coordination of legal counsel, when appropriate.

Responsible for the districts risk management and coordination of liability insurance coverage and claims reporting. This includes coordination with the human resources department for liability and workers compensation.

Utilizes a systematic process for district budget development and monitors the efficient expenditure of funds. In addition, they will make appropriate revisions to the budget when needed throughout the year.

Provides reports and presentations to the Board of Education.

Leads two board-appointed committees, the Building Advisory Committee and Finance Advisory Committee.

Provides short-term and long-term budget scenarios to develop recommendations to maintain the financial integrity of the district.

Calculates and reports the annual tax rate. This tax rate is then approved by the state auditor's office and the Board of Education.

Responsible for the timing and issuance of bonds and recommends levy adjustments and timing of bond initiatives.

Leads the Operations Department which includes the work of the Director of Business Services, Director of Technology, Director of Operations, Food Services, and Construction Project Manager.

Manages the Districts employee health insurance programs.

Supervises the acquisition, sale and disposition of District property, equipment and supplies.

Oversees the Districts construction projects and the corresponding budget(s).

The CFO-COO performs all other duties as assigned by the Superintendent.

QUALIFICATIONS:Graduation from an accredited college or university with at least a masters degree in business administration, public school administration or related field. A Certified Public Accountant and Certification in School Finance and Operations are preferred.Five years of successful experience as a financial officer in a school district or related organization.
