Where You Will Work

The Mission Operations Directorate (MOD) is the single National Reconnaissance Office (NRO) entity that operates all NRO systems to deliver intelligence value to national decision makers, the Intelligence Community, and warfighters. We continually innovate how we deliver, employ, and integrate NRO systems to solve the most challenging intelligence problems while identifying and defining critical future capabilities. The NRO Operations Center (NOC), which is a MOD headquarters element, is responsible for integrating, synchronizing, and de-conflicting operational activities, and assessing performance of the NRO operations enterprise. The NOC is responsible for supporting daily mission operations, leading protection activities, supporting anomaly recovery processes for NRO mission systems, reporting operational status and threat warning on NRO capabilities, and providing exercise and contingency response support for protection and defense of all NRO enterprise operations. The NOC maintains continuous situational awareness of operational status, threat environment, operational intelligence support to threat mitigation activities, flight safety evaluations, and execution of the Integrated Protection Strategy. The NOC interfaces with acquisition elements throughout the NRO and with MGS and Mission Partner organizations across the IC to ensure MOD's globally operated collection and processing systems are fully employed against intelligence issues and targets.

This position will serve as the Deputy Division Chief of the NOC Intelligence Support Division and a counter-space intelligence analyst in support of the NRO mission. The primary purpose of this position is to be the ISD senior intelligence analyst on matters concerning NRO operations as it pertains to the defensive space control mission. This person will coordinate internally to the organization as well as with outside organizations. This position offers possibilities of TDYs on behalf of the NOC.

What You Will Be Doing

Incumbent conducts all source intelligence analysis, reporting, and production to support assigned assets.

Plans and conducts assignments to collect and evaluate intelligence required to prepare analyses, reports, projections, and briefings for diverse audiences (IC and DoD partners, Action Officers, and NOC/MOD/NRO Senior Personnel).

Expertise in adversary threat to NRO constellations in all orbital domains to include GEOINT, SIGINT, and COMM.

Develops NRO systems threat assessments for operational NRO system and Mission Ground Stations.

Participate and regularly lead multiple IC sponsored working groups to maintain threat /susceptibility situational awareness.

Fuses all source intelligence research to identify, document, and brief DSC threat information and Warfighter issues on NRO systems to IC and DoD decision-makers.

Coordinates with IC authors, collectors, and subject matter experts to verify extent and nature of overhead contributions and prepare products and briefings to raise awareness of adversary threat to NRO systems within the NRO through briefings/training sessions/white papers.

Guides and collaborates with NOC/ISD members to manage intelligence requirements, working closely with other Liaison Officers (other agencies and at COCOMs and IC Partner Organizations) ensuring a collaborative partnership between the Intelligence Community (IC), DoD, and the NRO.

Builds an increased NRO awareness of general intelligence capabilities, activities and resources through proactive outreach and training.

Provides briefings to the internal and external organizations, attends conferences on latest threats and technological advancements and training at partner organizations to stay abreast of most current information on threats.

Provides relevant information to, attends, and occasionally briefs the daily space threat intelligence portion of briefing to the Director, NRO (DNRO) and senior staff.

Briefings include the daily DNRO Ops & Intel Brief, ad hoc capability and threat briefs to NRO Directorates and Offices, industry partners, IC partners, and facility briefing tours.

What You Need

Knowledge of a wide range of concepts, principles and practices in all-source intelligence research, analysis, and the skill in applying this knowledge to difficult and complex situations and in the development of threat assessments, analyzes and prepares documents, which often result in the presentation of data in new, innovative and persuasive ways.

Thorough knowledge of a wide range of concepts, principles, and practices in intelligence research, intelligence operations (e.g., multi-mode collection methods and systems), intelligence analysis, and intelligence production in order to function as technical advisor.

Ability to conduct detailed analysis focused on unique mission requirements, formulate intelligence plans, apply new policies and guidance as required, and provide direction to Ds&Os for intelligence support.

Ability to respond to intelligence policy questions as prescribed in applicable regulations and guidance.

Ability to determine and meet coordination requirements for proposed changes to procedures for intelligence support, resolve technical problems, and recommend resolutions to intelligence issues.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilitiesnecessary to successfully perform and is typically in or directly related to theduties of the position as described above.Experience must be reflected in your resume.

Position Assignment

This position is a 3-year assignment, with the option to extend for a total tour length of up to 5 years (Two 1-year options). Extensions require MOD leadership and Career Field Manager approval; and are based on mission need and management discretion.

This assignment requires the selected officer to sign an assignment agreement. At the conclusion of the assignment, whether it is 3 years or up to the 5 years maximum, the position's occupant will be required to identify and have been chosen for an onward assignment within the NRO.

Other Information

Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.

Financial Disclosure: MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Salary

2024 salary range for the Washington, DC area:

GG-12$99,200 – $128,956.

GG-13$117,962 – $153,354.

This position is a full performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. Trial Period
