SkillBridge connects Service members with industry partners in real-world job experiences under Dept. of Defense Instruction 1322.29. Separating Service members can be granted up to 180 days of permissive duty to focus solely on training full-time with approved industry partners after unit commander (first O-4/Field Grade commander in chain of command) provides written authorization and approval. GE HealthCare as a Skill Bridge partner offers real-world training and work experience in in-demand fields of work while having the opportunity to evaluate the Service member’s suitability for the work. EXECUTIVE SUMMARY.

Project purpose.

To ensure appropriate logging of security data, a data pipeline and lake house will be built to collect data from multiple security tools, including but not limited to end point security logs, firewall and network sensors, vulnerability scanners, and asset databases. This pipeline will feed the data to tools such as BI/AI tools and SIEM/SOAR functionality. This position will integrate with the pipeline team to build, monitor and support SIEM and SOAR capabilities as required by various stakeholders. This position will work in a Scrum environment with daily standups, bi-weekly sprints and quarterly planning sessions.

CTQ business requirements.

Design, build and support a SIEM/SOAR capability for cybersecurity stakeholders including CIRT, Data Protection, MFG/ENG and Governance & Compliance. Knowledge of various SIEM SOAR capabilities will be necessary to meet the requirements of each stakeholder. Collaborate with Data Pipeline & Data Lake engineers to understand data feeds and ingest, tool deployment capabilities and potential monitoring integrations. Develop documented processes and operational support material, including required operational monitoring and response metrics.B. SERVICES. Supplier shall perform the following Services:

Develop processes to build and deploy SIEM and SOAR solutions per stakeholder requirements

Build SIEM SOAR technologies per design with data feeds from Data Pipeline teams.

Create and document SOAR playbooks for automation of agreed upon security events

Establish testing criteria, processes for each deployment and test post deployment

Enable operational monitoring and metrics for SIEM/SOAR solution

Develop rules and alerts within the best Cyber security practices based on stakeholder needs

C. DELIVERABLES. Supplier shall deliver the following Deliverables:

SIEM/SOAR Architecture design documents

SIEM/SOAR deployed per design specs

SOAR playbooks

Operational monitoring and support of SIEM/SOAR solution

Alerts in support of SIEM/SOAR to provide
