Actalent is currently seeking a qualified Real Estate Professional for a consultant position with Bonneville Power in Kalispell, MT.This Realty Technician position provides support to Bonneville Power Administration’s (BPA’s) Supervisory Realty Specialist (TERR). This position generally involves office work but can require fieldwork to support the Field Realty Specialists/Right-of-Way Agents (RS) within their region. This position is responsible for opening and closing land management cases and acquisition files including Land Use Review Requests (LURR) preparation and preliminary research, drafting acquisition documents for review by BPA Realty Specialist, as well as preparing exhibits and maps. This position supports the Real Property Field Services (TERR) organization. Responsibilities Include:

Process Land Use Applications, using the Realty Technical Services preliminary checklist to assign a case number, set up case in BPA’s Land Information System (LIS), conduct preliminary research, gather applicable maps, prepare Land Use Review Request (LURR) and prepare and transmit case file to appropriate Realty Specialist (RS).

Assist in verification of legal description for accuracy, consistency and format accuracy for a variety of legal documents prepared by RS.

Draft land management, legal and other documents assuring legal description and formatting accuracy for BPA Realty Specialists to review and approve. Utilize existing document templates and established processes to draft necessary documents. Recommend modifications to document templates to accommodate unique situations.

Support Realty Specialists in mailing and obtaining Permission to Enter Property (PEP) forms for all project related activities.

Research, identify, and/or summarize BPA property rights and private property ownership for RS to review.

Provide courthouse real estate research, including ownership, land rights, property descriptions, zoning, land use planning, etc. Provide support in creating name and address lists used for landowner notifications, PEP forms, etc.

Perform field work supporting RS such as conducting RS-directed acquisition activities, delivering documents for signature by landowner, crop damage inspection, documenting the certificate of inspection and possession and collecting field data as needed.

Verify all necessary exceptions are included with title report provided by Real Property Projects team for project-related activities.

Set up and review acquisition assembly packages for clerical and formatting errors and confirm all necessary acquisition documents are supplied.

Review real estate-related agreements for compliance.

Work with applicants to provide adequate information on land use applications to include site visits, property owner meetings, and other field research as required.

Close case files and prepare file for closing transmittal, to include purging the file when case is complete, input, update and verify information into LIS, and prepare closing sheet.

Utilize various county internet web sites and BPA applications and systems (LIS, ProjectWise, Transmission Line Maintenance (TLM) APPS, as well as Application Extender) to conduct research, reconcile information discrepancies, record and track project activities, and to conduct the business of this position. This work also includes assisting Information Technology (IT) representative(s) with LIS (and other) system updates, patches, etc.

Receive application fees and process as appropriate.

Perform administrative tasks as requested, including copying, mail delivery, report collation and document assembly.

Answer telephone and respond to real estate questions from the public including landowners, developers, public agencies, and utility companies regarding documented policy of proposed uses of BPA’s rights-of-way. Typically, these assignments will be general in nature but can be responded to with assistance of a Supervisory Realty Specialist.

Provide administrative/clerical support to managers and/or management staff such as:

Copy, mail delivery, email, fax, report collations, and document assembly.

Create, type, edit, and finalize a variety of related materials, including documents, letters, and memorandum using Word, Adobe pdf, Visio or other products.

Proof, review, and when applicable, draft, correspondence and documents prepared for manager signature and validate conformance of the established administrative policies and regulations, confirm proper coordination and timely compliance with assigned action.

Track correspondence for timely staff response and send form letters and/or responses. Maintain a tracking system of action items to verify timely compliance with scheduled responses or actions. Coordinate and monitor work unit responses to time-critical documents; alert BPA manager / personnel of any concerns or response delays.

Maintain and assist with calendars, make appointments, and arrange for meeting rooms and phone bridges or hybrid working tools (Skype, WebEx, etc.).

Organize, plan, prioritize, coordinate, schedule and verify appointments, meetings (in-person, phone conferences, web-based), conferences, and training for BPA managers and other staff (securing rooms, phone bridges, projection, and other meeting supplies). This may include drafting agenda and other meeting materials and develop background information for BPA manager /org personnel.

Attend meetings, as requested, to take meeting notes, record decisions, define action items, due dates, etc.; distribute approved meeting notes as appropriate.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Qualifications:

Required Education & Corresponding Experience:

High School Diploma or equivalent is required.

Associates Degree is preferred.

3 years of direct work experience in a land management capacity, including all aspects of process development, planning and execution is required.

Course work or experience related to Real Estate principles, practices, precedent cases, and comprehension of the technicalities of government real property procedures, rules and regulations is required.

Knowledge of real estate documents including but not limited to: Warranty Deeds, Deeds of Trust, Mortgages, Quit Claim Deeds, Liens, property title reports, and assessor/treasurer property information reports

Knowledge of land management and acquisition templates

Advanced map and survey reading skills.

Preferred Skills & Experience:

Professional knowledge of the principles, practices, techniques, and underlying concepts of Real Property Services, which may include Geospatial Services, Survey and Mapping, Real Property Field Services, Realty Support Services, or experience coordinating projects that include these support services.

Proficiency in the use of SharePoint, sufficient to create lists, links and libraries, assist with site permissions, and upload/download documents.

Experience with hybrid meeting tools such as Skype and WebEx would be helpful.
