Please note that all Position start dates and duration are estimates and may be reduced or lengthened based upon a clients business needs and requirements.Minimum Experience Requirements:

a. At least 18 months experience maintaining MVDL systems.

a. Must have experience maintaining and supporting processes and functionality similar to what exists in Client today.

b. The expectations of the contracted staff include;

c. collaborate with business users (SMEs) to define project scope, objects and requirements,

d. communicate with information technology staff and stakeholders regarding project objectives, priorities, and scope,

e. clarify the business needs of information technology projects, ensure adherence to security standards including state and federal program standards, create and understand diagrams, flowcharts and business models, complete Quality Assurance Testing (QAT) and User Accepting Testing (UAT), and prepare deployment plans, as well as maintain and support all MVDL applications, compliance reviews, and projects.Business Analyst:The business analyst shall have the following minimum experience and knowledge:

1) Excellent communication skills both written and verbal.

2) Experience dealing with complex and ambiguous scenarios.

3) At least 10 years working with all phases of the application development life cycle.

4) At least 7 years of experience with project development methodology of waterfall, scrum and agile

5) At least 7 years of experience with software development project tracking tools; MS project, Jira, Azure DevOps, etc.

6) At least 7 years of experience with application development quality assurance testing.The following list of tasks must be performed to support Client applications: (may not be inclusive of all tasks):

a. Be involved in meetings with the business customer for various issues/clarifications.

b. Research and resolve issues for all systems listed above.

c. Ensure the flow of work by effectively managing the work items in ADO thereby ensuring the resolution of issues reported are not delayed beyond the reasonable due dates set during creation.

d. Closely monitor the work allocation so that resources are available in case any critical issues are reported that need a turnaround time of 24 hours or less.

e. Facilitate Client requested sweeps and data changes.

f. Manage legislative changes/updates and fiscal note analysis.

g. Handle communications with other agencies or outside entities regarding information they receive as approved from Client (i.e., record sales files, selective service file, organ donor file, insurance company files, etc.).

h. Complete required Enterprise Project Management Office (EPMO) project documents (i.e., business case, change requests, etc.).

i. Clarify business needs of Client IT projects.

j. Communicate with information technology staff and stakeholders regarding project objectives, priorities, and scope.

k. Define project scope, objectives, and requirements.

l. Create and understand diagrams, flowcharts, and business models.

m. Complete Quality Assurance Testing (QAT) and User Accepting Testing (UAT).

n. Prepare deployment plans.

o. Maintain and support all MVDL applications and projects, including data cleansing tasks.

p. Create test plans.

q. Learn MVDL business processes with the intent to become a SME.1.1.2 The following are samples of Client tasks that the contractor must agree to perfo m,a. Client Processes

1) Develop requirements/user stories for all state and federal statute and regulation changes.

2) Create the business case for Client projects.

3) Monitor and regularly update ADO work items used to report issues and request enhancements.

4) Conduct QAT and UAT, including regression testing when applicable, prior to development of deployment plans.

5) Development of deployment plans.

6) Create help desk tickets (Cherwell) or ADO bugs.

7) Create epics, features, and user stories in ADO.

8) Analyze, test, and define issues/problems if needed for software upgrades.

9) Investigate/Research questions and issues/problems from the business staff.

10) Create test grids/cases for QAT and UAT.b.Forms/Notices

1) Create and maintain hundreds of Forms/Letters mailed to customer daily, monthly, annually.

2) Coordinate printing of forms at State Data Center (SDC) and mailroom for testing of new forms or changes.

3) Analyze issues reported of clients not receiving forms or incorrect information.c.Reports/Extracts

1) Create and maintain reports.

2) Create and maintain statistical report for project completion status and other project tasks.

3) Analyze Client operational information in the data warehouse.

4) Create requirements for approximately 3 to 5 Ad Hoc Reports weekly.Benefits:
