[DNRC Logo.jpg] Work Unit Overview: The Conservation and Resource Development Division (CARDD) provides technical and financial assistance to local governments, state agencies and private citizens for conservation, development, protection and management of the state's natural resources. The Resource Development Bureau (RDB) administers several grants and loan programs and assists conservation districts for the administration of water reservations. The Renewable Resource Grant and Loan Program administered by the Bureau typically exceed $340 million in bond authority and $6 million in grants each biennium. Job Overview: The position of the Renewable Resource Engineer contributes to the fulfillment of the Montana Department of Natural Resources and Conservation (DNRC) mission to help ensure that Montana's land and water resources provide benefits for present and future generations. Specifically, this position performs engineering services for the Renewable Resource Grant and Loan (RRGL) program regarding technical feasibility of proposed projects including determinations that projects are planned, designed, financed and constructed in accordance with statutory and regulatory requirements and sound engineering and construction principles. The position reports to the RRGL Program Manager. DNRC's Renewable Resource Grant and Loan (RRGL) Program funds projects intended to conserve, manage, develop and preserve Montana's renewable resources through grant and loan programs. The Renewable Resource Program engineer manages the emergency and private grant programs, provides recommendations to the governor's office regarding environmental contingency grants, and assist the RRGL Grant Program. Essential Functions (Major Duties or Responsibilities): Grant Program Development & Implementation -The incumbent reviews grant applications for funding decisions the planning, design and construction of RRGL funded projects, assesses publicly owned facilities for capacity, design and operational performance, and provides formal and informal guidance to engineers, operators and other public works professionals with respect to funding facilities that manage drinking water, wastewater and irrigation. MINIMUM QUALIFICATIONS (Education and Experience): Bachelor's degree in civil engineering, construction engineering technology or a related field. One year of directly related work experience Other combinations of education or experience may be substituted. Required knowledge, skills, and abilities: The person in this position must have a thorough knowledge of civil engineering principles, particularly in the areas of utility (water and wastewater system design and operation) and construction engineering. This includes knowledge and experience in water and wastewater systems design; the construction process including development and design, bidding, contracting and construction; construction equipment including excavators, dozers and large earthmoving equipment; construction methods and safe practices and construction materials. Special Information: Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
