The City of Billings is seeking a Project Manager / Asset Coordinator to perform professional project management work involved in the construction of parks and recreation capital improvement projects including park and trail planning and construction, irrigation systems, grading and drainage, parking and structures; to act as a project manager on assigned projects. This position performs a full range of duties as assigned, working independently and exercising judgment and initiative. Performs asset coordination including inventory, locate, assess condition for improvement or replacement. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. This position will routinely interact with consultants, contractors, and departmental staff in all phases of project management.
Essential Duties and Responsibilities:
- Serves as project manager on assigned projects.
- Oversees, directs, and reviews the work of assigned professional and technical consultants and contractors.
- Establishes design criteria to be used by project staff and/or outside consultants.
- Provides direction and review of project documents.
- Reviews preliminary and final estimates of work and material requirements.
- Coordinates required advertising for bids.
- Researches applicable codes, regulations and requirements for assigned project.
- Oversees the development of construction plans and specifications.
- Oversees and prepares changes as field conditions warrant.
- Maintains constant awareness of progress on assigned projects.
- Supervises and monitors the work of all consulting landscape architects, engineers, architects, and contractors.
- Verifies and approves all contractor's work estimates, payment requests, and change orders.
- Performs site inspections during construction.
- Develops project close-out reports, ensures accuracy of as-built plans and maintain project files.
- Participates in the evaluation of procedures and in the development of new and improved practices and preparation of standards.
- Prepares special studies and reports as necessary.
- Manages all project files.
- Locates all Park assets, and provides detailed assessment of condition.
- Maintains inventory of all assets.
- Manages the use of City Works management program.
- Provides reports on asset inventory, condition, and necessary improvements.
- Coordinates assigned services and activities with those of other divisions, departments, and outside agencies and organizations.
- Provides staff assistance to the Parks and Recreation Director; prepares and presents staff reports and other necessary correspondence.
- Exercises professional judgment.
- Participates in the development of the Capital Improvement Plan.
Required Qualifications and Skills:
- Bachelor's degree in engineering, landscape architecture, management, or a related field.
- Minimum of five (5) years of combined education and experience, or equivalent.
- Must have strong interpersonal skills.
- Must have the ability to operate personal computers, and proficiency with Microsoft Office applications, or equivalent.
Preferred Qualifications and Skills:
- Experience in park planning and development in communities with urban/wildland interface areas.
- Experience in a public agency.
- Experience with City Works management program.
- Project Manager Professional (PMP) Certified.
Salary Range: $32.6315 - $35.9560 per hour. Salary reflects Step 1 and Step 3 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m.
