Summary About the Position: This position is a Mississippi Valley Division (MVD) Emergency Management (EM) Specialist with regional responsibility for the program planning, development and implementation of critical emergency management work/functions with the geographical areas of the six MVD Districts. Responsibilities Responsible for the program planning, development and implementation of critical emergency management work/functions with the geographical areas of the six MVD Districts Recommends and/or initiates activities to correct deficiencies or improve response procedures as a part of a Remedial Action Program. Manages emergency managemen.t programs and activities during a response. Provides technical advice on preparedness and response activities associated with man-made and/or natural disasters. Submits consolidated annual funding request directly to HQUSACE ensuring submission is in accordance with applicable standards and regulations. Determines needed and/or available resources and capacities to support emergency actions. Coordinates, conducts, and evaluates emergency response and preparedness training exercises. Develop technical and policy guidance needed to implement these initiatives at the national and/or regional levels. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Developing basic plans to establish policy and response procedures to address natural or man-made disasters, national emergencies, and/or continuity of operations; Collecting, evaluating and /or analyzing data from multiple sources, Assisting in preparing situation reports and/or readiness evaluation documents; Evaluating financial resources needed to support emergency operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Communications Decision Support Incident Response Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 01JAN2025 by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
