Primary work location will be the Golden Rule Building in St. Paul.This position is being posted at two (2) job class levels: Public Utilities Rates Analyst 3 (PURA 3) and Public Utilities Rates Analyst 4 (PURA 4). Final job class will be determined based on successful applicant's qualifications.At the PURA 3 Level:To conduct analyses and provide technical support for positions of the Minnesota Department of Commerce on rate design, rate of return, cost recovery methods/policies, energy conservation, resource planning, distribution planning and modeling, transportation electrification planning, service policies, forecasting, renewable energy, regional/federal activities, and other issues in gas and electric utility matters under the direction of a lead worker, project manager, or management.At the PURA 4 Level:To act as a situational lead worker, as assigned, and provide technical support for positions of the Minnesota Department of Commerce on rate design, rate of return, cost recovery methods/policies, energy conservation, resource planning, service policies, economic and energy forecasting and modeling, renewable energy, regional/federal activities, and other issues in routine to complex gas and electric utility matters.Minimum QualificationsAt the PURA 3 Level:Three (3) years of experience performing analysis, exercising judgment, and relying on knowledge in:
Energy Policy;
Public Policy;
Environmental Policy;
Economic Analysis;
Statistical Analysis;
Modeling and Forecasting Complex Systems;
Utility Rate Design/Analysis;
Energy Regulation;
Carbon Modeling;
Carbon Capture;
Carbon Markets; or
Environmental Attributes.
A Bachelor's degree in Economics, Mathematics, Statistics, Business, Public Policy, Environmental Policy, Energy Policy, Planning/Regional Studies, Pre-Law, or related field is equivalent to one (1) year of experience.An Advanced degree in Economics, Mathematics, Statistics, Business, Public Policy, Environmental Policy, Energy Policy, Planning/Regional Studies, Law, or related field is equivalent to eighteen (18) months of experience.At the PURA 4 Level:Four (4) years of experience performing analysis, exercising judgment, and relying on knowledge in:

Preferred Qualifications
Two (2) years' experience reviewing and analyzing complex data including sales forecasting, resource and distributed generation planning; review and analysis of public policy proposals; stakeholder engagement; project management, excellent writing skills; preparing and presenting recommendations to decision making bodies; experience in the regulated natural gas, electric utility, nuclear, or renewable energy industries.
Project Management Certificate or experience.
