This work will create and support the analytics infrastructure necessary for advanced analytics techniques such as statistical modeling, network analysis, and machine learning used in the critical program integrity, background studies, and licensing work of the OIG. The incumbent will combine expertise in data modelling and scripting, the ability to work collaboratively with business partners and data analysts to develop innovative solutions, and experience with modern technology and tools such as Databricks, dbt, Alteryx, Tableau, Azure, and Salesforce. Manage curation, augmentation, and preparation of business intelligence data within the OIG data lakehouse and other analytics systems used by OIG to drive the strategic use of data and advanced analytics techniques.
Develop and deploy the orchestration, automation, testing, and monitoring of data within the OIG data lakehouse and other analytics and insights systems.
Advise on and document the analytical framework of OIG’s analytics resources which includes Azure Data Lake Storage, Tableau, BOBI, SAS, Alteryx, Salesforce, Agile Apps, Teradata, NETStudy 2.0, ELICI, ELMS, and SSIS.
Support the Analytics and Insights unit’s use of business intelligence and analytics tools, including scripting languages used for data analytics.
Serve as business advisor to Minnesota IT (MNIT) to administer analytics system s and implement activities necessary to provide expert direction to OIG, state, and federal data analysis projects to achieve their objectives and enable data-driven decisions.
Provide consultation to OIG management, staff, and product owners in the use of machine learning analytics, data analysis, statistical models, business intelligence, analytical processes, and research methodologies.
Maintain analytics governance standards of OIG Analytics and Insights unit.
Partner with MNIT on data integrations across information systems to support the systems development life-cycle.
Minimum QualificationsTo facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.Three (3) years of professional experience as a business intelligence analyst, data analyst, data scientist, analytics engineer, or data engineer.Experience must demonstrate the following:
Implementation of Databricks and data lakehouse medallion architecture.
Coordination, planning, and orchestration of ingestion and curation of data to enable data analysis.
Advanced experience with SQL.
Proficiency with at least one other data analytics language such as R, Python, Scala, or Jinja.
A Bachelor’s Degree in Computer Science, Applied Mathematics, Physics, Statistics or area of study related to data sciences and data mining, economics, finance or other analytical fields may substitute for one year of experience. ORA Master’s Degree in Computer Science, Applied Mathematics, Physics, Statistics or area of study related to data sciences and data mining, economics, finance or other analytical fields may substitute for two years of experience.Preferred Qualifications
Knowledge of:
Data privacy laws and rules such as the Minnesota Government Data Practices Act and the Health Insurance Portability and Accountability Act (HIPAA).
OIG programs and OIG divisions; OIG’s mission, values, and activities; and the state and federal laws and regulations governing OIG’s administration and management.
System design and analysis concepts, methods, and techniques.
Data governance and compliance best practices.
Data integration methods and best practices.
Cloud platforms and big data processing.
Experience with OIG’s data sources including ELMS, ELICI, Provider and Agency Hubs, SSIS, MEC2, NetStudy 2.0, and MMIS
Experience with Salesforce data and reporting
Experience with machine learning and AI
Experience with graph databases and network analysis
Use of data and analytics techniques in the detection of fraud, waste, and abuse
Use of dbt for curating data sources
Use of Azure Dev Ops for managing work and projects
Ability to analyze, interpret, and articulate technically complex statistical, financial and/or policy and procedure information.
Preparing and conducting presentations on proposed analytics and business intelligence solutions and implementation plans.
Planning skills with the ability to understand the needs and operations of OIG’s programs, and clients, and combine those needs with available resources to optimize OIG’s data reporting systems and environments.
Strong problem-solving and technical skills address complex system-wide data issues.
Demonstrated experience developing, and maintaining relationships with other state agencies, product owners, data analytics professionals, and the general public to influence and achieve objectives.
Variety of experiences working effectively with others from different backgrounds and cultures.
