Join the talented, engaged and inclusive workforce dedicated to creating a better Minnesota.The purpose of this position is to direct the procurement functions at St. Cloud Technical and Community College and provide technical advice to staff & faculty related to encumbering State funds. Follow established procedures in arranging for the purchase of a variety of materials, supplies and equipment requisitioned by employees, and responsible for campus wide Marketplace Training and Maintenance. Contract administrator for all contract types, confirming funds are available and verifying all documents used are MNState approved contract forms and appropriate language used is correct, and working with the Attorney General’s Office. Assist in preparing specifications and invitations for bids and negotiating transactions for the purchase of various services, materials, supplies and equipment. This position is responsible for maintaining fixed asset information and disposing of state surplus property within State guidelines. This position is responsible for coordinating the sensitive asset inventory with administrative support personnel for departments each semester. Coordinates the annual physical inventory process for non-sensitive assets. Performs processing of banking activities EFT, ACH & Wire transactions & credit card banking, and back-up for frontline cashiering.Responsibilities and Results

Direct purchase order and requisition functions

Manage and administer SCTCC contracts

Marketplace training and maintenance

Assist in RFP & RFB quotes and bids

Business office purchasing card responsibility

Maintain ISRS fixed asset module, perform periodic physical inventories, and manage the disposal processes of state surplus property is done within state guidelines

Perform EFT banking activity transactions and backup for frontline cashiering as needed

Other duties as assigned

Minimum Qualifications

1 year professional level work experience in accounting or related field.

Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to analyze and interpret financial information, locate errors, and recommend solutions.

Knowledge of accounting systems (or comparable), sufficient to query and compile records and reports, and recognize and reconcile errors or inconsistencies.

Excellent customer service and human relations skills sufficient to interact respectfully, courteously, and professionally with stakeholders of various backgrounds to positively represent SCTCC.

Proficient in spreadsheet applications to track and monitor transactional data and create reports.

Proficient in the use of standard business software applications including word processing, electronic spreadsheets, internet browsers and e-mail software.

Ability to communicate effectively, both orally and in writing.

Ability to work with a varied level of internal and external customers, and to establish and maintain effective working relationships with vendors and requisitioning staff.

Ability to serve individuals from diverse racial, ethnic, and socio-economic backgrounds.

Preferred Qualifications

Two-year degree in Accounting or related field

Knowledge and ability to interpret, apply, and communicate state procurement laws, Minnesota State rules, policies and procedures and college policies and procedures.

Experience in Purchasing and Inventory Control functions and systems.

Considerable knowledge of contract law and its general application and principles of government purchasing and bid procedures.

Knowledge of and understanding of Marketplace, MNState Contracts and Purchasing processes.

Knowledge of State of Minnesota-specific computer systems and software programs including SWIFT, Marketplace and ISRS.

Ability to organize tasks, initiate action, and to work independently.

Demonstrated skills in decision making, organizing, planning, coordinating, and strong analytical abilities.
