Growing together.The Proposal Operations Associate is responsible for collaborating with and supporting the Community & State (C&S) Proposal Operations and Infrastructure Team to develop and produce compliant responses to complex, large-scale Medicaid Request for Proposals (RFPs).You’ll enjoy the flexibility to work remotely from anywhere within the U.S. as you take on some tough challenges.This is a full-time position and the following are tracks where candidates may be placed. Candidates need to have the ability to work flexible and extended hours when required to meet deadlines. Please note that track placement is dependent on business need and candidate skills and qualifications. There may be opportunity to gain exposure to multiple tracks.Proposal Management and Coordination

Adhere to established C&S proposal processes, including use of required tools and resources

Support project management of RFP opportunities, including coordinating, scheduling, and supporting key RFP milestones and meetings

Support RFP Excellence Office opportunity owners, and proposal team to prepare for and facilitate key internal review and strategy meetings occurring along the lifecycle of RFP development

Collaborate with proposal team to assist with the creation of agendas, summaries, trainings, forms, and other documents

Support the design and maintenance of RFP SharePoint sites, including but not limited to folder and file structure, site permissions, and change management when process improvements warrant site design updates

Create and maintain all distribution contact lists for key proposal stakeholders

Support the maintenance of the proposal workbook assignments, including ensuring writer and subject matter expert (SME) assignments are correct

Support the RFP subcontractor process by reviewing RFPs and related documents to understand and capture critical operational, administrative, and proposal requirements. This includes collaborating with SMEs and various leaders among legal, finance, compliance, and vendors to proactively collect and maintain key required proposal exhibits, attachments, and appendices

Proactively participate in and lead ongoing, continuous proposal process improvement efforts, including maintaining resources, tools, policies and procedures

Proposal Production

Adhere to established C&S proposal production processes, including use of required tools and resources

Support the creation and modification of proposal templates based on RFP specifications

Support formatting of RFP documents through various review cycles, including building files to RFP specifications, combining files, paginating, and redacting proprietary and confidential information as needed

Support the end-to-end proposal attachment process, verifying that all attachments are identified, developed, approved, and produced in a timely manner and in compliance with the requirements of the RFP. This includes supporting the production team as requested in technical areas such as creating attachment templates and formatting final attachments

Support the development of the workbook template to assign writers and SMEs to each RFP question

Support the downloading of RFP and state-related documents from State websites and uploading them to the appropriate internal RFP sites

Support monitoring of state procurement sites to ensure all addenda, updates, and announcements are captured and communicated to key RFP stakeholders in a timely manner

Support submission for both digital and printed proposal submissions. This includes scheduling internal proof and quality reviews, supporting the development and approval for submission plans, supporting the test runs of submissions, and documenting the submissions

Proactively participate in and lead ongoing, continuous production process improvement efforts, including maintaining resources, tools, policies and procedures

Excellent written and verbal communication, including writing/grammar/prooing skills

Solid problem resolution and research skills

Demonstrated initiative and the ability to work independently or as part of a team

Ability to work in a fast-moving deadline-conscious, results-driven environment

Proficiency in Microsoft Office 365 Suite and Adobe Acrobat Professional

Currently in final year of obtaining a Bachelor’s degree (or obtained degree no longer than 24 months prior to position start date, from an accredited college/university). Bachelor’s Degree must be obtained prior to start of employment

Must be eligible to work in the U.S. without company sponsorship, now or in the future, for employment-based work authorization (F-1 students with practical training and candidates requiring H-1Bs, TNs, etc. will not be considered)

Preferred Qualifications:

Managed care, Medicaid experience or health care industry experience

Background in business, operations, communications, administration, and/or marketing

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
