The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.Under the direction of section leadership at the Minnesota Pollution Control Agency (MPCA), this position will ensure the Hazardous Waste unit is best utilizing historical and incoming data from regulated parties and data generated from routine compliance and enforcement (C&E) activities. The position will contribute to EPA reporting requirements and to ensure information is accurate and is made timely to the public. This position is responsible for data stewardship and analysis duties that support the goals of the unit; becoming more timely, targeting industry that is showing a pattern of noncompliance, supporting up and coming C&E projects. This includes compliance with state and federal rules, the timely evaluation and processing of required state and federal routine compliance submittals and required monitoring data submittals. This position will also aid in development and implementation of new procedures for handling incoming submittals and data, monitoring, and licensing. This position will conduct appropriate follow-up enforcement action for late and missing submittals and/or submittals that identify noncompliance. It will assist in submittals of yearly data to EPA. The position leads, facilitates, and participates in complex, broad-based, agency and division-wide program evaluation and data management and supports project analysis through the development, execution, and communication of statistical and visual data analysis. Serves as a primary point of contact for specific datasets, communicating data management decisions between subject matter experts, MNIT, MPCA leadership, and external stakeholders.Minimum QualificationsThree (3) years of professional experience in data management (i.e. oversee data systems, conduct business analysis, support data governance, etc.) in order to lead or administer programs or projects in environmental regulation, assistance, management, or analysis. A bachelor’s degree in engineering, environmental, related sciences or statistics will substitute for one year of experience.Knowledge or ability of relational data systems function (e.g. Tempo 360) and key governance components necessary to preserve data integrity.Ability to understand federal and state regulatory frameworks and their applicability to hazardous waste facilities.Accomplished project management skills to complete special projects.Ability to effectively represent the MPCA before a variety of groups with skills in verbal communications and technical/administrative writing, including Business English, grammar and spelling, necessary to organize and effectively present ideas to the intended audience clearly and tactfully, even in stressful situations.Valid Class D Driver's LicenseThe Minnesota Pollution Control Agency/Environmental Quality Board will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.Preferred QualificationsExperience performing statistical analysis of related data and experience in the use of R, Python, or other open-source programs to interpret large data sets and produce data visualizations.Experience in applying database structure, logic, and business rules.Experience developing web forms for data entry.Permitting experience or experience working with permitted industries and knowledge of hazardous waste generator and storage requirements.Knowledge of state and federal administrative procedures and rules and regulations relative to compliance activities including Administrative Orders, Administrative Penalty Orders, etc. and litigation processes.Ability to question, in written and verbal formats, regulated parities to better understand the reasons behind noncompliance issues and maintain an accurate and complete record of the inquiry.Additional RequirementsThis position requires successful completion of the following:A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license.
