Build your career with the City of Moorhead!The City of Moorhead is accepting applications for a Community Service Officer in the Police Department. This technical position performs basic work assisting citizens, providing information, observing for ordinance and law violations, responding to calls for service and complaints, and related work as required.ESSENTIAL FUNCTIONS: The essential functions of the position include, but are not limited to the following major duties performed. Duties are listed from most to least important.

Responds to calls for service and complaints including animal complaints, animal bites, lost and found animals, wild animals, injured, disease infested or deceased animals, animal cruelty and abuse, parking and traffic complaints, impound and release of vehicles, graffiti complaints, found and/or stolen property.

Patrols the City to observe for ordinance violations and law and order disturbances.

Prepares reports and/or issues citations on incidents; does follow-up testifies in court if required.

Makes deliveries to various City departments and locations.

Assists the public with unlocking cars and homes.

Assists in ordering and setting up barricades and performs traffic control for various city events including parades, marathons and house moves.

Prepares property for City public auctions.

Manages all fleet repairs.

Performs other duties as requested.

Attendance at off-site courses/trainings/seminars may be required.

THE IDEAL CANDIDATE: Should have experience working with community; excellent communication skills; knowledge of Moorhead geography; experience or exposure with domestic and wild animals; and awareness of City of Moorhead Ordinances.REQUIREMENTS:

High school diploma or GED

Valid driver's license

KNOWLEDGE, SKILLS, and ABILITIES:To be successful the Community Service Officer requires general knowledge of city ordinances, policies, procedures, rules, regulations and state law; general knowledge of the geography of the City and location of important buildings; general knowledge of animal control manuals and procedures; skill in using unlocking tools and the operation of motor vehicles; ability to understand and carry out oral and written instructions and to prepare clear comprehensive reports; ability to analyze situations and to adopt quick, effective and reasonable courses of action with due regard to surrounding hazards and circumstances; ability to operate standard office equipment and applicable software packages including vehicle systems; ability to operate radio communication devices; ability to operate animal capture and chemical immobilization equipment; ability to operate various vehicle maintenance equipment; ability to deal courteously but firmly with the public under adverse circumstances; ability to establish and maintain effective relationship with associates and the general public.PHYSICAL REQUIREMENTS and WORKING CONDITIONS:The Community Service Officer requires the regular exertion of up to 25 pounds of force, frequent exertion of up to 100 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires walking, speaking or hearing and lifting, frequently requires standing, using hands to finger, handle or feel, climbing or balancing, pushing or pulling and repetitive motions and occasionally requires sitting, stooping, kneeling, crouching or crawling, reaching with hands and arms and tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires uncontrolled animals and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, wearing a self contained breathing apparatus, exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and traffic conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).Enjoy the following perks while working for the City of Moorhead:
