This position serves our partners at the Minnesota Department of Education (MDE). MNIT MDE manages the technical functions critical to managing public education in Minnesota; supporting systems including funding disbursement and large-scale, public-facing school performance data reporting.As an IT Business Analyst, you will perform IT business analysis functions supporting the development of IT application projects. You will use a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization to document requirements and to recommend solutions that enable projects to be successful and goals to be met. You will also work as a liaison between IT and business representatives, analyzing business activities and presenting the findings for analysis of solutions to purchase, implement, or develop. This includes working with development team members by collaborating on the development, testing, deployment, and adoption of solutions. In addition, you will be responsible for communicating and consulting with system user populations concerning system changes and implementation planning for changes and releases.This position is currently eligible for full-time telework:

Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

Minimum QualificationsCandidates must clearly demonstrate all of the following qualifications in their resume. Resume tips here. (https://mn.gov/mnit/about-mnit/careers/hiringprocess.jsp) :Position requires a minimum of four (4) years of experience in performing IT business analysis functions.Experience must include:

Leading and mentoring a team on large projects.

Understanding of and experience with Software Development Life Cycle (SDLC) processes.

Experience with Waterfall and Agile project management approaches.

Creating business relevant artifacts: business/functional requirements, process diagramming and mapping, use cases, user stories, epics, application design documentation/specifications.

Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

Customer service skills that include active listening, empathy, and problem-solving

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.Preferred Qualifications

Ability to present complex information to users in a comprehensive style, translate technical and system information for non-technical stakeholders , and proven ability to collaborate/work effectively as part of a team.

Excellent negotiation and facilitation skills sufficient to participate in discussions among system users, representatives from other state agencies and partner agencies, as well as other IT staff on highly complex and sometimes very sensitive issues.

Experience selecting, modifying, and applying the correct tools or templates used for gathering and reporting requirements.

Ability to oversee quality functional testing, review test plans, and manage UAT.

Business analysis experience sufficient to qualify for IIBA (International Institute of Business Analysis) CCBA (Certification of Competency in Business Analysis) exam or currently CCBA certified.

Experience working with IT to document technical specifications, and software requirements.

Experience/background with system/application configurations, system prototyping, data modeling, software development, and/or application/network architecture.
