This individual will lead the Export Legal and Global Trade Compliance team Center of Excellence (COE) in the Global Operations and Supply Chain Legal team composed of lawyers, paralegals, contract and compliance professionals that combines deep substantive expertise in global trade, contracting, procurement, technology and areas core to Medtronic’s global supply chain and operations and with an in-house understanding of Medtronic’s businesses.This individual will lead a team that provides both legal and compliance advice to help mitigate risks and maintain compliance and provide support to Global Trade Operations, global regional and business unit lawyers, and other relevant Medtronic functions. This individual will lead the legal export team and global trade compliance team. Specific global trade areas of legal and compliance consult will include but are not limited to 1) Exports (Export Administration Regulations (“EAR”), OFAC sanctions and trade controls, sanctioned country licensing, restricted party screening, anti-boycott activity and reporting).and 2) Building and managing a global trade compliance program in collaboration with global trade operations, office of ethics and compliance, business counsels and regional business counsels.This position could reside in Minneapolis, MN; Washington, D.C.; or a Medtronic site in the U.S. This position reports to the VP and Global Chief Counsel of Global Operations and Supply Chain.A Day in the LifeResponsibilities may include the following and other duties may be assigned.

Leads export legal and global compliance team.

Lead legal team providing advice on export Administration Regulations (“EAR”), OFAC sanctions and trade controls, global export controls and sanctions, sanctioned country licensing, restricted party screening, anti-boycott activity and reporting.

Provides strategic legal and compliance guidance for import and export program development.

Stay abreast of legal regulatory changes related to trade compliance and provide interpretation and implementation guidance to impacted business and regions.

Develop, implement and update the trade compliance program to drive compliance with global export/import and trade security, laws, regulations and other trade-related requirements of US and non-US government agencies.

Partner with enterprise and regional legal teams to develop legal/compliance standards and to implement risk mitigation activities on key global trade risks.

Responsible for driving legal support and import and export compliance program activities (country of origin, valuation, HTS classification, trade remedies, drawback, FTZs, FTAs, hand carry, customs programs (CTPAT), OFAC sanctions and trade controls, global export controls and sanctions, sanctioned country licensing, restricted party screening, anti-boycott activity and reporting)

Partner with corporate and regional compliance teams to implement trade compliance program activities, serving as the import trade legal and compliance subject matter expert (SME).

Partner with enterprise supply chain, regional trade experts, and global/regional functional teams to manage export trade legal and import and export compliance risks and work with such teams to implement effective controls to mitigate trade compliance risks.

Develops employee communication and training programs in coordination with OEC to educate employees on how to best mitigate risks associated with export trade related requirements.

Set strategic direction and implement in coordination with OEC an effective auditing & monitoring compliance program to assess the effectiveness of import and export compliance controls across the company.

Collaborate with regions, business units, and functional teams to oversee periodic risk assessments to ensure compliance with applicable export trade laws and policies and implementation of corrective measures as applicable.

Must Have: Minimum Requirements

JD and 8+ years of legal experience to include 5+ years of experience with global trade legal and compliance programs and 7+ years of managerial experience

Nice to Have

10+ years of experience with global trade legal and compliance programs preferred

Understanding of the legal regulatory environment and business risks for a Life Science Company

Experience in the healthcare/medical device industry

Experience with change management and/or process efficiency efforts (i.e. Lean Sigma)

Project / program management experience

Collaborative mindset, particularly in a matrix environment

Effective interpersonal, oral, presentation, and written communication skills, particularly to senior leaders

Ability to identify complex legal and compliance risks

Proven influence management skills, both internal and external, with political savvy to communicate effectively with executive leaders and understand business
