This position determines the compliance status of air emissions facilities with permit limits as well as state and federal air pollution control statutes, rules, and regulations. The incumbent conducts air quality (AQ) compliance determination efforts within the Stack Testing and Monitoring Program (STAMP). The incumbent reviews submittals and evaluates compliance data collected by various means including Performance Testing, Continuous Emission Monitoring Systems (CEMS)/Continuous Monitoring Systems (CMS), and other measurement and determination methods. This position completes processing, review, response and data management of these submittals as well as coordinates performance test meetings, approves test plans for air emission facilities and testing consultants, and conducts site visits. The position aids enforcement staff in the event of noncompliance and is versed in all state and federal statutes, air rules, conditions within permits and all section policies and procedures for compliance purposes. Additionally, guidance is provided as a resource for both agency staff and outside parties related to emissions measurement; compliance determination techniques; facility and control equipment operation; and rule interpretation.Minimum QualificationsEnvironmental S p ecialist 1A Bachelor's degree in environmental protection or related science field; OR Two years of environmental protection experience.Environmental S p ecialist 2A Bachelor's degree in environmental protection or related science field AND one year of professional environmental protection experience ORThree years of environmental protection experienceAND also required at the Environmental Specialist 1 or 2 level:Valid Class D Driver's LicenseThe Minnesota Pollution Control Agency will not sponsor applicants for work visas. Some infrequent lifting of sampling equipment and working out in the field in adverse weather conditions. Ability to conduct inspections that involve climbing and/or stepping over obstacles.Additional RequirementsThis position requires successful completion of the following:A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license.
