Basic FunctionTo design, develop, implement and evaluate the program plan for Lake Owasso Residence and for individual residents; to assist the administrator in the organization and supervision of services provided to residents; and perform related duties as assigned.Examples of Work Performed

Implement standards of the Minnesota Department of Health and Department of Human Services.
Coordinate nursing, psychopharmacological, psychiatric and medical services to assure that there are appropriate treatment plans when needed.
Integrate all aspects of daily living into residents' programs and treatment plans.
Design programs to meet the needs of all residents including behavior modification programs to deal with self-abusive behavior, assaultive behavior, speech improvement and skill development, self-advocacy and person-centered planning.
Supervise, schedule, train, evaluate and coach Program Supervisors in their professional role; supervise the Lake Owasso Day Services and Crisis Services program.
In coordination with Human Resources, develop employment exams for Residential Counselor, Behavior Analyst and Program Supervisor positions.
Evaluate ongoing work performance of Program Supervisors, Behavior Analysts and Residential Counselors.
Assist the Administrator in designing and integrating new program components and services.
Schedule Program Supervisor coverage, staff meetings, interdisciplinary team meetings for residents and special events.
Design and coordinate staff professional and skill development with special emphasis place upon behavior modification techniques.
Speak before community groups and serve on internal and external committees.
Supervise the security and safety of staff and residents.
Set behaviorally specific goals for residents and supervise a complete system of evaluating and reporting specific outcomes for residents.
Have charge of the residence in the absence of the administrator.
Provide quality assurance oversite for all programs and services.
Assist the administrator with labor contract issues and participate in Labor Management Committee meetings and bargaining.
Conduct investigations of both resident and staff incidents/accidents.
Coordinate a division of services including staff, scheduling, clients, licensure, and paperwork responsibilities.

Weekly contacts with the administrator to review services, staff issues, identify problems and recommend solutions. Weekly contact with human resources, payroll, accounting and office staff regarding staff and resident needs; contact with union stewards as necessary. Monthly contact/or more with Minnesota Department of Health and Department of Human Services staff to obtain clarification and additional information regarding statute and other guidelines governing the services at Lake Owasso Residence.IMPACT ON SERVICES/OPERATIONS:The Program Director has impact on the ability to manage a social service subdivision in the provision of specific services to a client group and to implement and maintain the policies, procedures and standards directly affecting the availability and quality of services provided to recipients in a residential setting. The Program Director takes direction from the administrator on issues related to licensing and statute compliance through the development of internal processes and reporting procedures. Proper performance results in the effective management and coordination of staff and services to 64 residents and up to 110 staff. Inadequate, inefficient or ineffective performance may result in inadequate or ineffective services to client groups including maltreatment, deficiency tags from the Department of Health, fines or closure of the facility.WORK ENVIRONMENT:Work is performed in a standard office environment. Work may involve occasional travel to other county sites, program sites or community providers. Use of the computer up to 6 hours per day may be required. Work may involve exposure to diseases and physically threatening situations and may involve driving an automobile.KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
Knowledge of the special needs of persons with developmental disabilities and mental illness and the spectrum of services needed to meet those needs.
Knowledge of the laws, standards, licensing, certification and review procedures for residential facilities for the developmentally disabled and implementation of those portions of the Intermediate Care Facility/Developmental Disability regulations related to programs for the residents.
Knowledge of the public and private agencies actively working in the areas of disability services.
Knowledge and understanding of People First and Person-Centered philosophy.
Knowledge of setting long-range and immediate educational and treatment objectives for residents within specific program.
Skill in oral and written communication.
Skill in coaching, leading, motivating and developing staff.
Ability to design, carry out, oversee and evaluate various treatment programs especially behavior modification.
Ability to conduct internal investigation, evaluate findings and define results.
Ability to plan and develop training and educational programs for residents.
Ability to assess, develop and implement education and consultation activities for staff.
Ability to maintain effective working relationships with staff, parents and other community groups.
Ability to work successfully in a multi-cultural and collaborative environment.
Minimum QualificationsEducation: Bachelor’s Degree in the behavioral sciences or human services field.Experience: Four years of professional staff supervision and experience in the field of developmental disabilities including experience in program design with specific training and experience in developing and implementing all levels of behavior modification programs. Substitution: Equivalent combination of education and related experience.Certifications/Licensure: The individual must meet federal standards for certification as the facility's Qualified Developmental Disabilities Professional.Exam/Screening Process InformationThe examination process will consist of the following section with each section weighted as indicated:
