Join the talented, engaged and inclusive workforce dedicated to creating a better Minnesota.This position exists to perform comprehensive fiscal and project management duties at assigned sites in the Closed Landfill Program (CLP) and the Metropolitan Landfill Contingency Action Trust (MLCAT). Project management duties may include:· land management to implement and maintain appropriate land use controls and enable reuse of closed landfill sites,· management of environmental monitoring projects adjacent to closed landfills, including monitoring potentially at-risk drinking water and indoor air receptors,· management of projects related to operation and maintenance of closed landfill systems, including landfill gas systems, landfill leachate collection and disposal systems, and groundwater remediation systems, and;· management of closed landfill reuse projects.Fiscal management duties include developing and managing purchase orders, reviewing invoices, and budgeting activities. Program actions to address PFAS contamination are a significant part of this project management position.Minimum QualificationsThree years professional-level environmental protection experience in solid waste management, remediation, environmental due diligence, engineering, or hydrogeology with job duties including management of environmental monitoring projects, contractor coordination and oversight, or implementation of land use controls at contaminated sites.(Bachelor’s degree in environmental science, soil science, geology, hydrology, environmental engineering, or closely related field may substitute for one year of experience).AND the ability to:Develop and implement work plans.Independently complete assignments in a timely manner.Understanding of the environmental regulatory process and procedures.Effectively coordinate and serve as a team member and understand the environmental, social, and economic impacts of program decisions.Engage and communicate with diverse stakeholders and team members.The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.Preferred QualificationsKnowledge of federal, state, and local environmental laws, rules, regulations, and standards.Experience with surface water and groundwater quality, solid waste or stormwater regulations, environmental best management practices, or pollution prevention issues.Strong time management skills, self-motivated, well-organized, and able to creatively solve problems.Experience hiring, overseeing, and directing the work of contractors.Effective human relations skills and knowledge to facilitate a good working relationship between local units of government, property owners, and other stakeholders.Demonstrated ability to communicate effectively with representatives of government agencies and the public.Experience working with diverse communities.Customer service skills and abilities, including conflict resolution.Experience working in teams.Physical RequirementsAbility to use a computer and perform keyboard functions for multiple hours per day. Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.May require the ability to conduct site visits in all types of weather conditions at closed landfill sites, which may involve climbing and/or stepping over obstacles, navigating uneven surfaces, and observing environmental field work and construction activities.Additional RequirementsPosition duties may require travel but driving is not a minimum qualification or essential function of this position.
