This fast-paced, demanding and rewarding position joins a dynamic, evolving team focused on meeting the service needs of people connected to Dakota County Social Services. This position will focus on building new resources and enhancing current partnerships for the Social Services Department. This position will also serve as a training coordinator with partner organizations and families, with a specific emphasis on creating opportunities to improve access to services and supports for people with disabilities. This position is part-time, 32 hours per week (0.8 FTE) and benefits-eligible. Duties & Responsibilities: These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions. 1. Lead pilot program to promote inclusion of people with disabilities in the communities. 2. Engage businesses, community organizations, and other natural support networks to assess resources needed to improve access for people with disabilities in ordinary community spaces 3. Coordinate training, technical assistance and/or micro-grants to community organizations and businesses to support inclusion of people with disabilities 4. Act as staff liaison to the Dakota County Disability Advisory Council, onboarding and support members, developing meeting agendas and facilitating meetings, determining action steps with various county departments, etc. 5. Facilitate and coordinate efforts of the Division, Community agencies, other government entities, and advocate to address service support issues of persons served by Social Services. 6. Facilitate the development of services and resources to meet the needs of partners and persons served by Social Services. 7. Assess service and resource needs of service recipients, identify current services available, and identify gaps in services. Conduct studies to determine operational and financial feasibility of developing resources to bridge identified service gaps. 8. Research and evaluate public and private funding opportunities, write grant applications, develop start-up projects and plan funding for programs needing continuation. 9. Monitor changes in laws and regulations to determine impact on county service recipients and programs and make recommendation for appropriate response to changes. 10. Prepare decision memos and Requests for Board Action, negotiate contract terms, including budget and payment rates; prepare contract documents, monitor and evaluate contracted programs. 11. Implement and monitor programs and contracts funded by grants or county funds. 12. Collect, analyze, and evaluate data and trends, determine emerging resource needs, research outcomes, prepare reports and present policy options. 13. Participate with and organize other units of government and organizations to wor on joint projects, coordinate with other units within the County to work on joint projects, represent agency on assigned tasks. 14. Provide technical assistance; facilitate meetings; train county staff and partners in areas of expertise; represent the department and/or division at county, community and state meetings. ESSENTIAL JOB FUNCTIONS: Duties 1-14 are essential functions. Knowledge, Skills & Abilities and Work Environment: Knowledge of methods for conducting trainings and/or facilitating meetings in an engaging and productive manner. Knowledge of person-centered thinking philosophy Knowledge of disability service providers in the Twin Cities metro area. Ability to network and successfully promote events using traditional methods and social media. Knowledge of local, regional, and state resources and infrastructure regarding social services programs, particularly Home and Community Based Services for individuals with disabilities. Knowledge of training opportunities for direct support professionals, individuals, and families. Knowledge of overall government program operations. Knowledge of funding resources, strategies, best practices, and regulations. Knowledge of federal, state, and local laws and rules and polices pertaining to human service programs. Knowledge of and ability to identify and interpret County, State, and Federal rules and regulations. Program planning and development skills. Negotiation, budget, cost/benefit, and grant writing skills. Ability to apply methods of data collection and analysis. Ability to work independently and as a team member. Ability to communicate effectively both orally and in writing to a variety of audiences, including service recipients, community groups and the County Board. Ability to lead projects and teams, determining timelines, assigning responsibilities, and monitoring progress. Demonstrated strong oral and written communication skills, especially the ability to distill complex information about programs, trends or service data into easily understood, accurate and succinct summaries. Ability to work and communicate effectively with a wide variety of people and organizations. WORK ENVIRONMENT: Work is performed in a hybrid model with telework and work in a County office building. Local and some regional travel is required. Equipment used may include, but is not limited to, computer, printer, calculator, telephone, copy and fax machines. Lifting of moderately heavy objects generally is not required.
