Join the talented, engaged and inclusive workforce dedicated to creating a better Minnesota.This posting will be used to hire at the Environmental Specialist 1 or Environmental Specialist 2 level, depending on candidate qualificationsAs a Feedlot Environmental Specialist, you will perform compliance, enforcement, and permitting activities for the Minnesota Pollution Control Agency's (MPCA) Feedlot Program to prevent or eliminate pollution to waters of the state. This includes educating and assisting feedlot owners to understand and comply with feedlot rules and regulations; conduct inspections of feedlots to determine compliance; initiate enforcement actions to return feedlots to compliance; and support and oversee county feedlot officers to follow process and procedures. In addition, you will have numerous opportunities to learn new skills, perform a variety of tasks, build relationships with various clientele, and work in the outdoors.Minimum QualificationsEnvironmental Specialist 1:Bachelor’s degree in environmental protection or a closely related fieldOR a technical environmental degree (e.g., Natural Resources Technology A.A.S.) AND one year of technical/professional-level environmental protection experienceOR two years of technical/professional-level environmental protection experiencePossess a valid Driver's license (see additional requirements).Environmental Specialist 2:A Bachelor's degree in environmental protection or a related science field AND one year of professional environmental protection experienceORThree years of environmental protection experience.Possess a valid Driver's license (see additional requirements).The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.Preferred QualificationsEffectively represent the MPCA before a variety of groups relative to social, economic, and environmental issues.Experience in performing compliance inspections and enforcement actions.Knowledge of state and federal regulatory framework, including knowledge of feedlot rules and regulations.Ability to understand complex industry processes and rules/regulations.Effective in communicating to individuals or in large group settings.Experience with animal-producer groups or individual feedlot producers.Knowledge of land application of manure and nutrient management.Physical RequirementsMust be physically able to perform field work associated with monitoring projects. This may include loading/unloading vehicles and boats with field equipment, carrying equipment to sites, launching boats, or portaging canoes. Frequently may need to lift and carry approximately 50 pounds in the water or over land. Capable of moderate physical exertion in summer heat and sun.Additional RequirementsA driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check. Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license.
