Implement, manage and oversee enterprise center-led procurement strategy, policies, procedures and systems to maximize corporate procurement spend. Work with key procurement leads and Vendor Management Council to establish a Strategic Supply base, Best In-Class RFP and Contracting process, Demand Management Objectives and appropriate policies to properly govern procurement through the entire buying/contracting/payment cycle. Advise Business Area Leaders and representatives on procurement tactics to assist them in achieving their goals in the most cost-efficient manner available. Develop comprehensive change management, training and communication strategy to ensure effective roll-out and implementation of model. Ensure that all corporate contracts are negotiated, managed and enforced effectively. Work in concert with Supplier Diversity and Environmental Sustainability to explore, initiate and implement MWBE business opportunities.Key Accountabilities: Implement standardized policies and procedures to govern all corporate procurement activity.
Maintain procurement tools including Proactis (contract management system) and Intelledox (contract authoring tool) as well as other standard tools to be used company wide for procurement activities such as RFP/RFI templates, scorecards, preferred vendor lists, boilerplate contract language, etc.
Drive procurement strategies that meet Center Led Procurement goals in support of Blue Cross and Blue Shield Initiatives.
Partner with Adjacent Business Area Leaders to continuously improve the efficiency of the procurement process; including Accounts Payable, Legal, Information Risk, Audit, Insurance, Supplier Diversity, Environmental Sustainability, and Finance along with buying leaders from all business areas.
Develop training program for various audiences that establishes the Center Led procurement discipline throughout the company. Create appropriate training vehicles and make them accessible corporate-wide
Advise/counsel Business Area Leaders on preparing procurement plans, ensuring alignment with corporate procurement strategy
Demonstrate and track cost savings through aggressive and competitive bidding processes in contracting; information will be presented to senior leadership on a [quarterly/biannual/annual] basis
Develop data collection requirements and processes to enable thorough analysis and influence Demand Management
Manage creation of reporting and communication mechanisms to drive uniformity across the organization and enable all associates to make good procurement decisions within the established process
Implement a thorough due diligence process relating to vendor viability and performance
Lead, mentor and direct staff in their development of business planning, day to day activities and provide oversight in all contractual and vendor management activities. Develop staff members through establish career goals
Challenges/Problem Solving: Influence and lead other business areas over which incumbent does not have authority
Develop and implement comprehensive change management, communication and training strategy
Standardize systems/data to ensure optimal transition to center-led model
Influence key business leaders to shift from long term business relationships-based sourcing to objective strategic sourcing to optimize cost improvement
Develop vendor performance measures and ensure they are included and enforced in the contract
Ensure there are no overlooked opportunities for savings, with categories considered “out of scope” for sourcing
Balance the need for more structured, process-driven sourcing with the Business Areas need for more flexible solutions
Decision Making Authority: Establish and ensure compliance of policies and procedures for all Center Led Procurement activity
Coordinate with the Vendor Management Council to ensure consistent look and feel around procurement regardless of what procurement area is involved
Provide input into sourcing strategies and specific contracting recommendations
Oversee active management of some Corporate Wide Vendor contracts
Direct and authorize training activity for staff that enhance job function in career development
Based on Leader’s input, negotiate contracts that leverage competition and lessen risk to the Company

Education/Relevant Experience: College degree BS/BA required; MBA preferred
7+ years business experience required; previous procurement/contract negotiation experience preferred.
