About the Office of the Inspector General (OIG or Office) Since its creation as the nation's first state-level inspector general's office, the Massachusetts OIG has been at the forefront of promoting effective government and the responsible use of public money and property. The OIG is an independent agency charged with preventing and detecting fraud, waste and abuse in the use of public funds and public property. By statute, the Inspector General (IG) has broad authority to oversee the use of state, local and federal funds by state and local governments, as well as by those who receive government funds or use of public property. This includes state agencies, counties, cities, towns, quasi-governmental authorities and districts, as well as individuals, corporations and not-for-profit organizations that do business with the government. The Office is organized into 12 business units, operates from two locations, employs approximately 90 staff, and has an annual budget of approximately $9.8M. The Operations Bureau The Operations Bureau plays a crucial role within the OIG. It is responsible for a variety of functions, including budgeting, revenue, auditing, financial reporting, office administration, procurement, operations, information technology, communications, human resources, and records management. Fiscal Analyst: Position Overview: The Fiscal Analyst (FA) reports to the Chief Fiscal Officer (CFO). The FA will be responsible for general business activities related to accounts payable, revenue, accounting, auditing, financial reporting, and purchasing of services and commodities for the Office of the Inspector General. The Fiscal Analyst will support the CFO with contracting and encumbrance management; gathering information and generating reports to inform leadership decision-making; and coordinating the development, preparation, and implementation of annual budget cycle activities. Additionally, this position will enter transactions in the Massachusetts Management Accounting and Reporting System (MMARS) including accounts payable/receivable, encumbrances, as well as contracts and interagency service agreements (ISAs). The successful candidate will have a strong understanding of fiscal management, internal controls, and key financial concepts. Responsibilities Include but are not limited to: Preparing and processing all vendor encumbrances and expenditures using the Massachusetts Management Accounting and Reporting System (MMARS). Ensuring that all transactions are processed in accordance with state finance law, OIG internal control policies, OIG procedures, and state laws and regulations including public procurement and contract management. Assisting CFO with procurements including researching statewide contracts, posting RFIs, RFPs, RFQs, RFRs and creating requisitions and orders in COMMBUYS, the Commonwealth procurement system. Corresponding with vendors. Preparing and issuing solicitations for goods and services. Performing reconciliations of spending and revenue monthly, ensuring that accounts are current and accurate. Maintaining documentation of funding requests and approvals, encumbrances, invoices, payments, and contracts. Preparing budget projections and other fiscal reports. Assisting in the preparation of payroll projections and make recommendations for balancing payroll accounts throughout the fiscal year. Monitoring account balances and spending alignment, including Labor Cost Management. Other duties as required. Key abilities, skills and experience: Ability to analyze accounting data, draw conclusions and make appropriate recommendations to the CFO. Ability to create clear and accurate reports via excel. Ability to maintain accurate records and exercise discretion in handling confidential office information. Understanding of Office of the State Comptroller policies and State Finance Law. Understanding of Massachusetts procurement laws, regulations and procedures and contract management. Excellent communication and organizational skills. Ability to work independently and in a group setting. Detail orientated with the ability to multi-task and determine priorities. Strong time-management skills and ability to meet deadlines. Knowledge and experience utilizing Microsoft Office products including Excel, PowerPoint, Word, and Outlook as well as technologies supporting a remote workplace (e.g., Zoom, Microsoft Teams). Preferred Abilities, Skills and Experience Include: Experience with the Commonwealth's accounting system, MMARS. Experience with the Commonwealth's Information Warehouse, CIW. Experience with the Commonwealth's Labor Cost Management tool, LCM. Public Procurement Experience. Bilingual abilities.
