The successful candidate will provide a broad range of systems engineering expertise in areas such as Command, Control, Computing Communications, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting (C5ISR&T), Counter - C5ISR&T (C-C5ISR&T), long-range fires, non-kinetic fires, weapon target analysis, communications resiliency, undersea warfare, and autonomy to enable naval maneuver and integration across the Fleet in support of Combatant Command (CCMD) objectives.Key Functions:
Analyzing complex systems-of-systems to provide actionable recommendations to US Naval sponsors.
Applying Model Based Systems Engineering principles to assess requirements, government reference architectures, designs, and proposed changes to improve performance and support verification and testing
Applying Mission Engineering principles to provide a data driven approach in aligning operational needs to proposed or emerging technologies for capability modernization, verification testing and investment decisions
Applying deep understanding of model-based architecture and systems engineering best practices to improve or transform systems capabilities of DoD and/or intelligence community (IC) enterprise information environments
Evaluating and comparing alternative architectures using qualitative and quantitative techniques; exploring large trade spaces.
Defining capability and interoperability gaps, overlaps, opportunities, and constraints
Using systems models to assess the impact of proposed changes on component or constituent systems
The strongest candidate will be able to demonstrate the ability to fulfill one or more of the following primary job responsibilities:
Architecture planning: Experience with and/or a strong understanding of development of Operational Architectures for planning and execution (Strategic Planning & Tasking, Operational Planning & Tasking, Battle Management) from Fires to Risk assessment.
R&D Transition: Experience with and understanding of processes to transition and integrate R&D initiative with Navy and joint programs of record.
Acquisition Support: Experience with program acquisition activities including requirements development, requirements verification and validation, product maintenance and life cycle support.
M&S Integration: Experience with and understanding approaches to integrate modeling efforts to address sensitivity analysis, impacts of degrees of freedom, multi-domain integrated effects, and operational gaps.
Integration of technical assessments: incorporate assessments of US force command and control systems via workshops, working groups, exercises and wargames.
Model Based Systems Engineering (MBSE) and Digital Engineering (DE) capabilities: Use of latest tools to support MBSE and DE efforts.
Experience with Open System Architectures.
Basic Qualifications:
Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
Experience and detailed knowledge of one or more of the primary job responsibilities listed above.
Ability to communicate clearly, concisely, and impactfully (both oral and written).
Demonstrated experience with System Engineering and Model Based System Engineering (MBSE)
Proficiency in one or more of the programming languages for quantitative analyses (ex. MATLAB, Mathematica, Python, R or similar).
Active DOD Secret Security clearance with ability to obtain and maintain a TS/SCI
This position requires a minimum of 50% hybrid on-site presence.
Preferred Qualifications:
Bachelor’s Degree and 8 years of related experience in Systems Engineering, Electrical Engineering, Computer Science or a related field; or 6 years and an MS or a PhD with 3 years’ experience
In additional to the basic qualifications listed above, the strongest candidates will meet one of more of the following criteria:
Experience with Navy S&T, RDT&E and acquisition programs.
Experience with S&T strategy development.
Experience with rapid acquisition pathways or acquisition program R&D.
Experience with Modeling and Simulation (M&S) applications and integration of models and applications to perform more comprehensive simulations
Experience using DOORs, iGrafix, Simulink, CAMEO/MSOSA or other MBSE tools.
Proficiency in the use of multiple systems modeling languages, methods, and tools such as: Cameo/MSOSA, Enterprise Architect, MagicDraw or IBM Rational Rhapsody; others considered if applicable
Proficiency in Systems Modeling Language (SysML) and systems modeling methods, such as Object-Oriented Systems Engineering Method (OOSEM)
Experience with developing add-ons or plugins for systems modeling tools
Experience with Open System Architecture such as:
Directed Energy Weapons Systems (DEWS) MOSA
Sensor Open Systems Architecture (SOSA)
Other open system architectures considered if applicable
Subject Matter Expertise in:
Directed Energy (with experience in lasers and/or high-powered microwaves)
Undersea Warfare systems/platforms/payloads
Autonomous systems development and integration
Development and integration of AI/ML architectures and capabilities
