Department Summary:MITRE’s Open Health Solutions (OHS) department addresses health and healthcare issues through an open-source mindset, believing that open collaboration is the best path to implement solutions at a national scale. We operate in multi-disciplinary teams of clinicians, public health practitioners, software engineers, data scientists, AI developers, health data standards experts, and health policy analysts. Our projects aim to make paradigm-changing improvements to health and healthcare systems while developing a patient-centered future for individual, family, and community health. The OHS department is seeking a highly skilled and experienced Health Principal with expertise in health policy, Health Information Exchange (HIE), and health standards. This role requires a comprehensive understanding of the dynamic healthcare landscape to drive strategic projects that advance health and healthcare goals. The ideal candidate will have substantial experience working with state and federal sponsors, particularly within Health and Human Services (HHS) agencies and be prepared to apply a wide range of industry and technical knowledge to lead critical health initiatives from day one. Lead complex health policy projects, providing strategic direction and ensuring alignment with MITRE’s mission and objectives to address programmatic, policy, strategic and
Develop and implement innovative solutions for health systems, health payment models, health information exchange (HIE), and health standards to improve healthcare delivery and outcomes.
Engage with federal sponsors, particularly within HHS agencies, to understand their needs, provide expert guidance, and foster strong, collaborative relationships.
Conduct comprehensive analyses of current health policies, identify gaps, and propose evidence-based recommendations for improvement.
Prepare and present detailed reports, policy briefs, and recommendations to senior leadership, and external partners.
Develop and maintain relationships with key health policy stakeholders, including government agencies, healthcare organizations, and industry partners.
Mentor and guide staff, fostering a culture of continuous learning and professional development.
Represent MITRE at industry conferences, workshops, and other public forums to share insights and promote the organization’s thought leadership in health policy and standards.
Collaborate with multi-disciplinary teams including clinicians, data scientists, software engineers, health policy analysts, and public health experts to drive project success.
Conduct research and development to advance digital health innovations and contribute to open-source code releases.
Basic Qualifications:
Typically requires a minimum of 10 years of related experience with a bachelor's degree; or 7 years and a master's degree; or a PhD with 4 years’ experience; or equivalent combination of related education and work experience.
Must be able to obtain HHS Suitability clearance
Recognized as an expert in health policy, with comprehensive understanding of healthcare regulations, policies, and systems, particularly those relevant to federal programs.
Proven experience driving successful initiatives with a range of federal agencies, particularly within Health and Human Services (HHS), and understanding their processes and requirements.
Expertise in integrated health-focused systems engineering life cycle approaches, including analyzing complex systems, performing system synthesis, business process analysis, engineering design, and applying information and decision engineering.
Strong project management skills, with the ability to manage complex projects, including planning, execution, and reporting, ensuring projects meet deadlines and goals.
Advanced analytical skills to analyze data, interpret regulations, and assess policy impacts.
Excellent written and verbal communication skills to effectively liaise with high-level stakeholders and present complex information clearly.
Demonstrated leadership skills, with the initiative to drive projects forward and influence policy development.
Ability to work well in a team, especially with diverse stakeholders, and foster collaborative partnerships.
Proactive and resourceful in addressing challenges and finding innovative solutions.
Precision in managing details, ensuring accuracy in policy analysis and documentation.
Ability to adapt to changing priorities and work effectively in a dynamic environment.
This position requires a minimum of 50% hybrid on-site.
Preferred Qualifications:
Advanced Degree: Juris Doctor (JD) or Master of Public Health (MPH)
Experience in a consulting or advisory role within the healthcare sector
Familiarity with federal health IT initiatives and regulatory frameworks.
Knowledge and experience with health data ownership policies.
Proven track record of publishing in peer-reviewed journals or presenting at industry conferences.
Publications or presentations in relevant health policy or health IT forums.
Established network within the healthcare policy community, including government agencies, healthcare organizations, and industry partners.
Experience mentoring and developing junior staff in a professional setting.
