Summary The incumbent works primarily with national organizations and special interest groups. The relationships and alliances formed and maintained by this office span the contiguous United States. You may also view the full position description on the Agency intranet at the following link: PD Search Responsibilities Serves as a senior specialist on the External Affairs with responsibility for interacting with and coordinating Social Security’s interaction with national organizations. (Cont'd) Special interest groups, and other government agencies on major program, policy, and administrative issues and for representing the concerns of such agencies regarding Social Security programs and administration. Develops outreach strategies to share information on Social Security programs and services with national organizations, special interest groups and other government agencies. Establishes and maintains working relationships with influential national based interest groups by presenting, explaining, and advocating Social Security’s views, policy, programs, and positions. Researches and develops in-depth profiles on special interest groups. These profiles reflect the organizational structure, mission, areas of interest and concern, motivations, and other information necessary to promote positive working relationships. Represents Social Security in collaborations with national organizations, special interest groups and other government agencies on major program issues. (Cont'd) Such as interfaces between Federal and State income maintenance programs or implications for State and local governments of proposed changes to Social Security administered programs. Reviews new and proposed changes to legislative issues and any other Agency-wide issues that pertain to the implementation and effectiveness of Social Security policy, administration, and operations. (Cont'd) Recommends appropriate strategies within Social Security based on concerns of the national organizations, special interest groups, and other government agencies. Develops guidelines and suggests techniques or approaches, which set the tone for relationships or collaborations between other Social Security components, national organizations, special interest groups and other government agencies. Tracks outreach timely in a reporting tool (e.g., Campaign Outreach Activity Reporting System). Captures new and maintains an updated list of contacts organized by the type of Social Security topics they are interested in being up to date on in public relations software (e.g., Cision). Requirements Conditions of Employment Qualifications 52 weeks of specialized experience at the GS-12, or equivalent, which is in or related to the work of the position to be filled to successfully perform the duties of the position. The specialized experience you must possess is: comprehensive knowledge of or administration or other experience in the analysis, examination, investigation, development, or review of retirement or survivors insurance, disability insurance, health insurance, income maintenance, and pension or related programs; particularly, in order to gather research data, explain the Agency's position on various related program and policy topics, and to convey program and policy information to organizations, groups, or a national audience. Education Additional Information NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg. 213.3102 (U) appointments for individuals with disabilities; Veterans Recruitment Appointments ; and time limited appointments for veterans with a compensable service-connected disability of 30% or more. This is a bargaining unit position, represented by AFGE, to be filled under the provisions of the SSA/AFGE Merit Promotion Plan. Additional selections may be made within 6 months of the date of the initial selection. LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay. OTHER NOTES: Duty station is in Woodlawn, MD and the selectee must reside within a 2-hour commute of the Official Duty Station. Relocation funds are not authorized. This position is eligible for telework. This is a moderate risk, public trust position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
