We are currently seeking a Program Analyst to support our Patuxent River, MD customer. The Program Analyst will primarily support the activities of PMA-280’s Weapons Control System’s Surface Integration IPT Lead. Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management. The Program Analyst shall assist with the development and assembly of acquisition / contractual strategies, program risks and all related documentation. They shall assist with budget and financial planning and execution, as well as, analyses of projected and actual systems costs for completion of various efforts. Tasks will include collecting, compiling and analyzing project cost and schedule data for project teams and incorporation into team work plans, data calls, and supporting financial documentation. Duties:
Budget and Financial Planning and Execution
Develop annual spend plans based on field activity input
Enter financial information into NAVSEA online databases such as NAVSEA Enterprise Planning System (NEPS) and Financial Module (FINMOD).
Draft and submit funding requests to NAVSEA PEOs and program offices.

Program Office internal and external communications
Stakeholder Interaction and Coordination
Charters for Working Groups and IPTs
Editing as requested
Refine briefings
Data Call / Request for Information (RFI) / Questions for the Record (QFR)

Required Education: Bachelor's degree in a business, management or an engineering management discipline. Allowable substitution: an AS or AA degree and an additional four (4) years of experience; or an additional six (6) years of experience may be substituted for a BS or BA degree.
Required Experience: Three (3) to ten (10) years of experience in program management, technical or business analysis discipline; and included in the four (4) years, there must be at least two (2) years of NAVAIR experience.
Desired Experience: Experience either work at NAVSEA or a NAVSEA Field Activity (such as NSWC Dahlgren, NSWC Port Hueneme, or NUWC Newport) or active duty U.S. Navy experience in the surface Navy.
Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
